Waterloo City Council Met July 6.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith. Mayor Smith then asked for a moment of silence in remembrance of Mr. Joe Vacca.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 06-21-21. Motion made by Alderman Darter and seconded by Alderman Hopkins to approve the City Council Meeting Minutes from 06-21- 21. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham and voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. No report.

B. Report of Treasurer. No report.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Director of Public Works.

∙ Approximately 170 feet of sidewalk was poured at Bulldog Blvd.

∙ The Stonefield waterline work should begin tomorrow, July 7, 2021.

∙ Relocating the high-pressure gas line on Moore Street.

E. Report of Chief of Police.

∙ Several unlocked vehicles were entered over the weekend. Please remember to lock your cars.

F. Report of City Attorney. No report.

G. Report and Communication by Mayor.

1. Presentation of Waterloo Beautification Program Check to Darrell and Jane Gaitsch, in the amount of $2,850.00 for improvements to their property located at 116 N. Main St.

2. Presentation of Awards to City of Waterloo Mural Contest Winners.

3. On July 20, 2021, Illinois State Senator Terri Bryant will host a coffee and conversation meeting at The Vaults Workplace.

A. Consideration and Action on Ordinance No. 1826 Amending the Revised Code of Ordinances of the City of Waterloo, IL, Chapter 7 Business Code, Article X: Mobile Food Vendors.

Motion made by Alderman Darter and seconded by Alderman Notheisen on Approving Ordinance No. 1826 Amending the Revised Code of Ordinances of the City of Waterloo, IL, Chapter 7 Business Code, Article X: Mobile Food Vendors. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on Ordinance No. 1827 Amending the Revised Code of Ordinances of the City of Waterloo, IL, Chapter 27 Offenses, Article I Offenses Generally, Section 21-1-18 Fireworks Regulations.

Motion made by Alderman Darter and seconded by Alderman Heller on approving Ordinance No. 1827 Amending the Revised Code of Ordinances of the City of Waterloo, IL, Chapter 27 Offenses, Article I Offenses Generally, Section 21-1-18 Fireworks Regulations. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham, voting ‘yea’.

C. Consideration and Action on Ordinance No. 1828 Amending the Revised Code of Ordinances of the City of Waterloo, IL, Chapter 30 Public Safety, Article IV Emergency Services and Disaster Agency.

Motion made by Alderman Darter and seconded by Alderman Row on approving Ordinance No. 1828 Amending the Revised Code of Ordinances of the City of Waterloo, IL, Chapter 30 Public Safety, Article IV Emergency Services and Disaster Agency. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

D. Consideration and Action on Resolution No. 21-15 Approving the Execution of a Non Regulated Vendor Agreement between the City of Waterloo, IL and Western Egyptian, EOC for the State of Illinois Dept. of Commerce & Economic Opportunity Low Income Home Energy Assistance Program (LIHEAP).

Motion made by Alderman Kyle Buettner and seconded by Alderman Row on approving Resolution No. 21-15 which approves the Execution of a Non-Regulated Vendor Agreement between the City of Waterloo, IL and Western Egyptian, EOC for the State of Illinois Dept. of Commerce & Economic Opportunity Low Income Home Energy Assistance Program (LIHEAP). Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.

Motion made by Alderman Darter and seconded by Alderman Row to approve Warrant No. 603. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on Approval of Insituform as Low Bidder, in the amount of $139,987.00, for the 2021 Sewer Lining Project as held on 06-24-21, 2:00 p.m.

C. Consideration and Action on Approval of DMS Contracting, Inc. as Low Bidder, in the amount of $247,849.70, for the North Market Street Sidewalk Project as held on 06-30- 21, 11:00 a.m.

D. Consideration and Action on Approval of a Special Event Permit Application from SS Peter & Paul Catholic School for a Queen of Hearts Raffle Drawing to be held at Outsider’s Bar, 104 S. Market Street, on Tuesday evenings beginning 06-29-21 through 10-05-21 at 7:00 p.m.

Motion made by Alderman Row and seconded by Alderman Matt Buettner on Approval of a Special Event Permit Application from SS Peter & Paul Catholic School for a Queen of Hearts Raffle Drawing to be held at Outsider’s Bar, 104 S. Market Street, on Tuesday evenings beginning 06-29-21 through 10-05-21 at 7:00 p.m. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

E. Consideration and Action on Approval of a Special Event Permit Application from Truth Church Waterloo for a Back-To-School Bash to be held on the Monroe County Courthouse Lawn with the Closure of Third Street from Market to Main on 08-07-21 from 2:00 p.m. to 7:00 p.m.

Motion made by Alderman Hopkins and seconded by Alderman Heller on Approval of a Special Event Permit Application from Truth Church Waterloo for a Back-To-School Bash to be held on the Monroe County Courthouse Lawn with the Closure of Third Street from Market to Main on 08-07-21 from 2:00 p.m. to 7:00 p.m. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller, Notheisen and Matt Buettner voting ‘yea’.

F. Consideration and Action on Approval of a Special Event Permit Application from the Waterloo Lions and VFW Post #6504 for the Waterloo Homecoming to be held on 08-20- 21 through 08-22-21, including the Closure of Main, Mill and Third Streets around the Courthouse Lawn.

Motion made by Alderman Darter and seconded by Alderman Notheisen on Approval of a Special Event Permit Application from the Waterloo Lions and VFW Post #6504 for the Waterloo Homecoming to be held on 08-20-21 through 08-22-21, including the Closure of Main, Mill and Third Streets around the Courthouse Lawn. Motion passed unanimously with Aldermen Darter, Kyle Buettner Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

G. Consideration and Action on Approval of a Special Event Permit Application from the Gibault Men’s Club for a Full Moon Ride to be held on 08-20-21, 6:00 p.m. to 11:00 p.m. 

Motion made by Alderman Row and seconded by Alderman Matt Buettner on Approval of a Special Event Permit Application from the Gibault Men’s Club for a Full Moon Ride to be held on 08-20-21, 6:00 p.m. to 11:00 p.m. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner, voting ‘yea’.

H. Consideration and Action on Approval of a Special Event Permit Application from the Vintage Wine Bar for their Annual Rock-N-Blues Benefit to be held on 09-03-21 through 09-04-21, 12:00 p.m. to 11:00 p.m., with Closure of the Back Alley.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins on Approval of a Special Event Permit Application from the Vintage Wine Bar for their Annual Rock N-Blues Benefit to be held on 09-03-21 through 09-04-21, 12:00 p.m. to 11:00 p.m., with Closure of the Back Alley. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

I. Consideration and Action on Approval of a Special Event Permit Application from the Vintage Wine Bar for their Annual Wine Festival to be held on 09-25-21, 12 p.m. to midnight, with the Closure of Main Street from Alley south of HTC to Third Street. 

Motion made by Alderman Notheisen and seconded by Alderman Hopkins on Approval of a Special Event Permit Application from the Vintage Wine Bar for their Annual Wine Festival to be held on 09-25-21, 12 p.m. to midnight, with the Closure of Main Street from Alley south of HTC to Third Street. 13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Notheisen mentioned that is great to see so many downtown events being scheduled. Alderman Hopkins commented that the Morrison-Talbott Library has installed new officers. Ken Perkins is now President, Andy Mayer, Vice President and Phil Kelley Secretary/Treasurer. Mayor Smith conveyed his thanks to the artist who entered the City of Waterloo Mural Contest.

14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:52 p.m.
