Waterloo City Council Met July 19.
Here are the minutes provided by the council:
1. The meeting was called to order by Mayor Smith at 7:30 p.m.
2. The following Aldermen were present: Notheisen, Hopkins, Trantham, Darter, Row and Heller. Absent: Matt Buettner and Kyle Buettner
3. Pledge of Allegiance led by Mayor Tom Smith.
4. Correction or Withdrawal of Agenda Items by Sponsor. None.
5. Approval of Minutes as Written or Amended.
Approval of City Council Meeting Minutes dated 07-06-21. Motion made by Alderman Darter and seconded by Alderman Hopkins to approve the City Council Meeting Minutes from 07-06- 21. Motion passed unanimously with Aldermen Darter, Row, Heller, Notheisen, Hopkins and Trantham and voting ‘yea’.
6. Petitions by Citizens on Non-Agenda Items. None.
7. Reports and Communications from the Mayor and other City Officers.
A. Report of Collector.
The report is in the packet. Motion to accept the report made by Alderman Heller and seconded by Alderman Hopkins. Motion passed unanimously with Aldermen Heller, Notheisen, Hopkins, Trantham, Darter and Row voting ‘yea’.
B. Report of Treasurer.
The June treasurer report will be available on August 2, 2021.
C. Report of Subdivision and Zoning Administrator. The report is in the packet.
D. Report of Director of Public Works.
∙ Sidewalk was poured from Bulldog Blvd to Illinois Route 3.
∙ The Stonefield waterline has been installed and pressure test has been approved.
∙ Relocating the high-pressure gas line on Moore Street has been completed.

1. Presentation of Awards to Yard of Distinction Contest Winners.
Alderman Notheisen, representing the Waterloo Garden Club, reviewed the selection process and presented a slideshow with the winning yards. Alderman Notheisen also thanked all the participants in making Waterloo great. Mayor Smith likewise thanked the participants, the Waterloo Garden Club and the Waterloo Chamber of Commerce for hosting this event.
2. Centenarian Certificate Presented to Delma Nottmeier Minton in Celebration of her 100th Birthday taking place on July 30, 1921.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.
A. Consideration and Action on Ordinance No. 1829 Approving the Execution and Signing of a Real Estate Purchase Agreement in the Amount of $75,000.00 Between the City of Waterloo, IL and the Veterans of Foreign Wars, Metzger Crook Post #6504 (“VFW”) for the New Water Tower.
Motion made by Alderman Darter and seconded by Alderman Notheisen on Approving Ordinance No. 1829 Approving the Execution and Signing of a Real Estate Purchase Agreement in the Amount of $75,000.00 Between the City of Waterloo, IL and the Veterans of Foreign Wars, Metzger Crook Post #6504 (“VFW”) for the New Water Tower. Motion passed unanimously with Aldermen Darter, Row, Heller, Notheisen, Hopkins and Trantham and voting ‘yea’.
B. Consideration and Action on Resolution No. 21-16 Approving the Signing of a Consent to Modifications from Verizon Wireless for Equipment Upgrades on the Water Tower.
Motion made by Alderman Hopkins and seconded by Alderman Row on approving Resolution No. 21-16 Signing of a Consent to Modifications from Verizon Wireless for Equipment Upgrades on the Water Tower. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Row, Heller and Notheisen voting ‘yea’.
C. Consideration and Action on Resolution No. 21-17 Approving the Signing of a Retention Letter for Legal Services between the City of Waterloo, IL and HeplerBroom, LLC regarding CAAPP Permit Renewal.
Motion made by Alderman Row and seconded by Alderman Notheisen on approving Resolution No. 21-17 Approving the Signing of a Retention Letter for Legal Services between the City of Waterloo, IL and HeplerBroom, LLC regarding CAAPP Permit Renewal. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Hopkins, Trantham and Darter voting ‘yea’. The CAAPP (Clean Air Act Permit Program) is required by the Illinois Environmental Protection Agency.

A. Consideration and Action on Approval of Waterloo Beautification Program Application from Darrell and Jane Gaitsch for their property located at 122 N. Main Street.
Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve the Waterloo Beautification Program Application from Darrell and Jane Gaitsch for their property located at 122 N. Main Street. Motion passed unanimously with Aldermen Notheisen, Hopkins, Trantham, Darter, Row and Heller voting ‘yea’.
B. Consideration and Action on Annual Membership Dues (Ruby Level) of $2,500.00 with the Tourism Bureau to be paid out of the Hotel / Motel Tax Fund.
Motion made by Alderman Heller and seconded by Alderman Darter on approving Annual Membership Dues (Ruby Level) of $2,500.00 with the Tourism Bureau to be paid out of the Hotel / Motel Tax Fund. Motion passed unanimously with Aldermen Heller, Notheisen, Hopkins, Trantham, Darter and Row voting ‘yea’.
C. Consideration and Action on Solicitation Request from the Waterloo Fire Department for their Annual “Fill the Boot” Campaign for Muscular Dystrophy to be held at the Intersections of Mill / Main and Hamacher / Rogers on Friday, August 20, 2021 from 5 pm to 8 pm and on Saturday, August 21, 2021 from 8 am to 2 pm.
Motion made by Alderman Notheisen and seconded by Alderman Row on Approval of a Solicitation Request from the Waterloo Fire Department for their Annual “Fill the Boot” Campaign for Muscular Dystrophy to be held at the Intersections of Mill / Main and Hamacher / Rogers on Friday, August 20, 2021 from 5 pm to 8 pm and on Saturday, August 21, 2021 from 8 am to 2 pm. Motion passed unanimously with Aldermen Notheisen, Hopkins, Trantham, Darter, Row and Heller voting ‘yea’.
D. Consideration and Action on Solicitation Request from the Waterloo Knights of Columbus for their Annual “Tootsie Roll” Fund Drive for Intellectual Disabilities to be held at the Intersections of Mill / Main and Hamacher / Rogers on September 18 and 19, 2021. (See attachment for times.)

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Row congratulated Alderman Notheisen on the work he did regarding the ‘Yard of Distinction’ program.
Mayor Smith mentioned that the mural program is going well and some of the artists are painting this evening.
14. Motion to Adjourn made by Alderman Notheisen and seconded by Alderman Hopkins. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:55 p.m.
