Waterloo City Council Met Aug. 16.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated August 02, 2021. Motion made by Alderman Darter and seconded by Alderman Heller to approve the City Council Meeting Minutes from August 02, 2021. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to accept the report made by Alderman Notheisen and seconded by Alderman Matt Buettner. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

B. Report of Treasurer.

The report is in the packet. Motion to accept the report made by Alderman Row and seconded by Alderman Kyle Buettner. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

C. Report of Subdivision and Zoning Administrator.

The report is in the packet.

D. Report of Director of Public Works.

∙ A natural gas survey was sent to all residents

∙ Painting of the Paws will be August 17, 2021

∙ Bulbs will be replaced on the downtown string lights on August 16, 2021.

G. Report and Communication by Mayor.

1. Certificate of Commendation to the Monroe County Genealogical Society in Recognition of their 25th Anniversary.

2. IMEA Check Presentation to First National Bank of Waterloo for an Energy Efficiency Grant in the amount of $3,294.14.

3. Re-Appointment of Kevin Hicks to the Planning Commission for a Three-Year Term to Expire on 09-01-24.

Appointment approved unanimously with Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

4. Re-Appointment of Chuck Pittman to the Planning Commission for a Three-Year Term to Expire on 09-01-24.

Appointment approved unanimously with Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Ordinance No. 1830 Amending the Revised Code of Ordinances of the City of Waterloo, Illinois, Chapter 40 Zoning Code, Article 7 Procedure, Section 40-7-5(B) regarding Special Use Permits.

Alderman Hopkins questioned why this ordinance amendment did not progress through the Planning Commission and the Board of Appeal before being presented to the City Council. City Attorney Dan Hayes stated that this did not have to advance through the Planning Commission and the Board of Appeal as the ordinance was written in such a fashion that the City Council could take direct action on amending the ordinance.

Motion made by Alderman Darter and seconded by Alderman Notheisen on approval of Ordinance No. 1830 Amending the Revised Code of Ordinances of the City of Waterloo, Illinois, Chapter 40 Zoning Code, Article 7 Procedure, Section 40-7-5(B) regarding Special Use Permits.

Council Members voted as follows:

YES – Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner and Trantham.

NO – Aldermen Hopkins.

Motion carried with a 7 to 1 vote in favor of Ordinance No. 1830.

A. Consideration and Action on Renewal of Accident Insurance Program for Volunteer Groups with EPIC Insurance Midwest for $890.00

Motion made by Alderman Heller and seconded by Alderman Matt Buettner approving the Renewal of Accident Insurance Program for Volunteer Groups with EPIC Insurance Midwest for $890.00. Motion passed unanimously with Aldermen Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

B. Consideration and Action on Approval of a Special Event Permit Application from the SS Peter and Paul Catholic School for a Queen of Hearts Raffle to be held at Outsiders Bar, Inc. every Tuesday at 7:00 p.m., from August 17, 2021 through August 30, 2022 unless a winner is drawn before that time.

Motion made by Alderman Row and seconded by Alderman Darter to approve a Special Event Permit Application from the SS Peter and Paul Catholic School for a Queen of Hearts Raffle to be held at Outsiders Bar, Inc. every Tuesday at 7:00 p.m., from August 17, 2021 through August 30, 2022 unless a winner is drawn before that time. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

C. Consideration and Action on Approval of a Special Event Permit Application from Crafted in the Loo for a Shopping Event to be held on Thursday, August 26, 2021 from 4 p.m. to 7 p.m. with the closure of parking spaces in front of the store located at 111 N. Main Street.

Motion made by Alderman Notheisen and seconded by Alderman Heller to approve a Special Event Permit Application from Crafted in the Loo for a Shopping Event to be held on Thursday, August 26, 2021 from 4 p.m. to 7 p.m. with the closure of parking spaces in front of the store located at 111 N. Main Street. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

D. Consideration and Action on Approval of a Special Event Permit Application from Crafted in the Loo for a Grand Opening Event to be held on Saturday, August 28, 2021 from 10 a.m. to 2 p.m. with the closure of parking spaces in front of the store located at 111 N. Main Street.

Motion made by Alderman Notheisen and seconded by Alderman Matt Buettner to approve a Special Event Permit Application from Crafted in the Loo for a Grand Opening Event to be held on Saturday, August 28, 2021 from 10 a.m. to 2 p.m. with the closure of parking spaces in front of the store located at 111 N. Main Street. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

E. Consideration and Action on Approval of a Special Event Permit Application from the SS Peter and Paul Catholic School PTO for their Pumpkin Run 10K, 5K & ½ Mile Fun Run to be held on Saturday, October 09, 2021 from 7 a.m. to 2 p.m. to include a possible police presence at busy intersections if necessary.

Motion made by Alderman Heller and seconded by Alderman Row to approve a Special Event Permit Application from the SS Peter and Paul Catholic School PTO for their Pumpkin Run 10K, 5K & ½ Mile Fun Run to be held on Saturday, October 09, 2021 from 7 a.m. to 2 p.m. to include a possible police presence at busy intersections if necessary.

Motion passed unanimously with Aldermen Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

Motion made by Alderman Matt Buettner and seconded by Alderman Heller to Amend the current Nationwide Plan Document to include additional Indexed Principal Protection and Roth IRA services. Motion passed unanimously with Aldermen Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller and Notheisen voting ‘yea’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. None.

14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:48 p.m.
