Waterloo City Council Met Aug. 2.
Here are the minutes provided by the council:
1. The meeting was called to order by Mayor Smith at 7:30 p.m.
2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.
3. Pledge of Allegiance led by Mayor Tom Smith.
4. Correction or Withdrawal of Agenda Items by Sponsor.
Alderman Notheisen requested an Executive Session for the Discussion of Probable Litigation be added to the agenda for this evening. Motion to approve an Executive Session for the Discussion of Probable Litigation to be added to the agenda was made by Alderman Notheisen and seconded by Alderman Matt Buettner. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.
5. Approval of Minutes as Written or Amended.
Approval of City Council Meeting Minutes dated 07-19-21. Motion made by Alderman Kyle Buettner and seconded by Alderman Heller to approve the City Council Meeting Minutes from 07-19-21. Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.
6. Petitions by Citizens on Non-Agenda Items. None.
7. Reports and Communications from the Mayor and other City Officers.

B. Report of Treasurer.
The June report is in the packet. Motion to accept the report made by Alderman Row and seconded by Alderman Darter. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.
C. Report of Subdivision and Zoning Administrator.
There are elevation issues on the road being installed south of the Clean Car Express Car Wash and plans will need to be revised.
D. Report of Director of Public Works.
∙ On July 29, 2021 the Power Plant generated 18 megawatts of power between 1:00 and 4:00 PM.
∙ On July 30, 2021 the City sent several electricians to assist Mascoutah, Illinois with storm damage.
∙ On August 3, 2021 the City will start sealing streets in the East Ridge subdivision. Residents have been notified.

A. Consideration and Action on Warrant No. 604.
Motion made by Alderman Darter and seconded by Alderman Heller on approval of Warrant No. 604. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.
B. Consideration and Action on Approval of Vermeer Sales as Low Bidder in the Amount of $80,183.00 for the Vacuum Excavator as bid on 07-13-21, 10:00 a.m.
This machine will be used to locate utilities. It was noted that the lowest bid did not meet the required specs. Motion made by Alderman Row and seconded by Alderman Darter to accept the bid from Vermeer Sales and wave the bidding requirement as the lowest bidder did not meet the required specs. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.
C. Consideration and Action on Approval of Gatormade, Inc. as Successful Bidder in the Amount of $28,500.00 for a Trailer as bid on 07-13-21, 10:30 a.m.
Motion made by Alderman Trantham and seconded by Alderman Hopkins to accept Gatormade, Inc. as Successful Bidder in the Amount of $28,500.00 for a Trailer as bid on 07-13-21, 10:30 a.m. Motion passed unanimously with Aldermen Trantham, Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner and Hopkins voting ‘yea’.
D. Consideration and Action on Approval of a Special Event Permit Application from the Waterloo Optimist Club for their 18th Annual 5K Run / Fun Walk to be held on Saturday, August 28, 2021, 8:00 a.m. to 9:30 a.m., with the Closure of Rogers Street between Rogers Elementary School and Country Club Lane.
Motion made by Alderman Heller and seconded by Alderman Kyle Buettner on Approval of a Special Event Permit Application from the Waterloo Optimist Club for their 18th Annual 5K Run / Fun Walk to be held on Saturday, August 28, 2021, 8:00 a.m. to 9:30 a.m., with the Closure of Rogers Street between Rogers Elementary School and Country Club Lane. Motion passed unanimously with Aldermen Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.
E. Consideration and Action on Approval of a Special Event Permit Application from the City of Waterloo for the Annual PumpkinFest to be held on Saturday, October 09, 2021, 7:30 a.m. to 5:00 p.m., in Downtown Waterloo with the Closure of Main, Mill and Third Streets around the Courthouse Square including extensions further north on Main and West on Mill.
Motion made by Alderman Notheisen and seconded by Alderman Matt Buettner on Approval of a Special Event Permit Application from the City of Waterloo for the Annual PumpkinFest to be held on Saturday, October 09, 2021, 7:30 a.m. to 5:00 p.m., in Downtown Waterloo with the Closure of Main, Mill and Third Streets around the Courthouse Square including extensions further north on Main and west on Mill. F. Consideration and Action on a Solicitation Request from the Rotary Club of Monroe County for their Annual Bucket Brigade Collection to be held on Saturday, October 23, 2021 from 7:30 a.m. to 12:30 p.m. at the Intersections of Rogers / Hamacher and Main / Mill.
Motion made by Alderman Hopkins and seconded by Alderman Notheisen on approval of a Solicitation Request from the Rotary Club of Monroe County for their Annual Bucket Brigade Collection to be held on Saturday, October 23, 2021 from 7:30 a.m. to 12:30 p.m. at the Intersections of Rogers / Hamacher and Main / Mill. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller, Notheisen and Matt Buettner voting ‘yea’.
G. Consideration and Action on Approval of the Quail Ridge, Phase IV, Final Plat. Motion made by Alderman Darter and seconded by Alderman Heller on Approval of the Quail Ridge, Phase IV, Final Plat. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.
13. Consideration and Action on Executive Session for the Discussion of Probable or Imminent Litigation as allowed per 5 ILCS 120/2(c)(11).
Motion to move into Executive Session made by Alderman Notheisen and seconded by Alderman Matt Buettner. Motion passed unanimously to enter into Executive Session with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

Motion to Resume Session made by Alderman Notheisen and seconded by Alderman Row. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

14. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Heller commented that the Tourism Times magazine came out today and is reflecting the Blue Army Bullriding Bash, PumpkinFest and the Kaskaskia Cahokia Trail Road Rally.
Mayor Smith mentioned that Randy’s Double R Bar Block Party is on Saturday, August 7, 2021.
15. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 8:14 p.m.
