City of Du Quoin City Council met Aug. 9.

Here are the minutes provided by the council":

Invocation:

City Attorney Aaron Atkins gave the invocation and Mayor Alongi led the Pledge of Allegiance.

Call to Order:

Mayor Alongi called the meeting to order at 6:00 p.m. with the following individuals attending: Commissioners Charles Genesio, Michael Ward, and Bob Karnes. Commissioner Jill Kirkpatrick was absent. City staff present included City Attorney Aaron Atkins, City Clerk Ruth, and City Treasurer Stephanie Cravens.

Approval of Minutes:

The Council approved the Open Session Council minutes of the July 26th meeting.

Second: Commissioner Kirkpatrick

Treasurer’s Report

City Treasurer Stephanie Cravens reported that Governmental Funds year to date is in the black to the tune of $378,188. Year to date, Water Funds is in the red by $57,423. In regard to total City cash, less accounts payable and payroll, it increased by 16.35% from $4.057 million to $4.850 million or $793,043 from June to July. The increase can be attributed to the reserve portion of the bond funding. The proceeds from the bond sale have been distributed to the Pension funds as follows: Police Pension Fund received $2,861,834; Fire Pension Fund received $4,089,060; and the Contingency Reserve Fund received $500,000. The Council approved the Treasurer’s Report.

Approval of Bills to be Paid:

The Council approved payment of the bill list and payroll report.

Proclamation:

A proclamation was read by Aaron Atkins to honor the 2021 Du Quoin High School Girls Track 4x400 relay team State Champions. The Mayor and council congratulated the team and each member was presented a signed copy of the proclamation, Olivia Phillips, Jacqueline Crain, Grace Alongi, and Lauren Heape. Coaches Eric Kirkpatrick and Shane Boyett also received praise for their commitment to the team and were given a signed proclamation as well.

Appointments:

The Council approved the reclassification of appointments of Auxiliary Police Officers

Public Agenda:

The council discussed Ordinance 2021-O05-05 which was adopted July 26, 2021. Commissioner Genesio had proposed modifying the ordinance and eliminating portions of another section of the code. The modification will result in a new ordinance being brought before the council.

A. Ordinance 2021-O08-01: An Ordinance Establishing Process and Procedure for the Use of the Contingency Reserve Fund Proceeds of the General Obligation Pension Bonds Series 2021 (Public Display)

B. Ordinance 2021-O08-02: An Ordinance Pertaining to Amusement Taxes for the City of Du Quoin – As Amended: remove paragraph pg 1 and change distribution to one-third each to Tourism, Police Dept., and Fire Dept. (Public Display)

C. Ordinance 2021-O08-03: An Ordinance Authorizing a Stop Sign at the Intersection of Roosevelt and Pope Streets (Final Approval)

Resolutions:

A. Resolution 2021-R07-02: Resolution Authorizing an Agreement between The City of Du Quoin and Residential Excavating and Construction (Final Approval)

Motion: Commissioner Kirkpatrick

Second: Commissioner Karnes

13.) Other Business:

The Mayor mention the Back to School event is to be held on Friday. The Perry County Health Department has advised that it is O.K. to proceed since it will be held outside and sanitation stations will be available. Council had no objections to moving forward with the event. However, it is subject to change if the situation changes.

Commissioner Genesio discussed his fourth request to add an item to the agenda. He would like to add the release of the April 12, 2021 Executive Session Audio to the agenda. The Mayor cautioned that the City Attorney opined that the audio should not be released and that opinion was forwarded to all council members earlier in the week. Therefore, the item was not added to the agenda. Genesio insisted that he has a right as an elected official to add an item to the agenda. The Mayor indicated that he decides what is put on and what is left off the agenda. After much discussion, the council agreed to add the item to the agenda for the next council meeting and to take an official vote.

Commissioners’ Comments:

Ward: Congratulations to the girls track team.

Cravens: Congratulations to the track and Coach Kirkpatrick.

Karnes: Same, congratulations.

Public Comment:

Public comment was closed at 7:05 p.m.

Adjournment:

The City Council adjourned at 7:05 pm.
