Waterloo City Council met Sept. 7.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

∙ Alderman Darter requested an Executive Session for the Discussion of Contract Negotiations be added to the agenda for this evening. Motion to approve an Executive Session for the Discussion of Contract Negotiations to be added to the agenda was made by Alderman Darter and seconded by Alderman Notheisen. All aldermen agreed by unanimous voice vote.

∙ Alderman Notheisen inquired if the approval to sign the MRT (Mississippi River Transmission) contract could be added to the agenda for this evening. Motion to add the approval and signing of the MRT contract was made by Alderman Notheisen and seconded by Alderman Matt Buettner. All aldermen agreed by unanimous voice vote.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 08-16-21. Motion made by Alderman Darter and seconded by Alderman Kyle Buettner to approve the City Council Meeting Minutes from 08- 16-21. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. No report.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Director of Public Works.

County Club Lane, between the Golf Course and County Club Subdivision, will be closed from 09-08-21 to 09-10-21 for roadwork.

Mayor Smith asked for a moment of silence to reflect on the 20th Anniversary of 9/11.

2. Waterloo Beautification Grant Check Presentation to Bridal Manor.

3. Presentation of IMEA Electric Efficiency Program Incentive Check to the Monroe County Farm Bureau in the amount of $1,835.48 for LED Lighting.

4. Certificate of Commendation to Waterloo Buds & Millers Manager Vern Moehrs for an Outstanding Coaching Career of 61 years.

5. Proclamation for September 2021 as Childhood Cancer Awareness Month.

A. Consideration and Action on Warrant No. 605.

Motion made by Alderman Darter and seconded by Alderman Heller to approve Warrant No. 605. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on Request to Replace a Nonconforming Structure in the Waterloo Central Overlay District at 410 S. Church Street with a Larger Structure that Extends Further along the Property Line as Permitted by Section 40-13-3 (C) of the Zoning Code.

Motion made by Alderman Notheisen and seconded by Alderman Kyle Buettner on approving a Request to Replace a Nonconforming Structure in the Waterloo Central Overlay District at 410 S. Church Street with a Larger Structure that Extends Further along the Property Line as Permitted by Section 40-13-3 (C) of the Zoning Code. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

C. Consideration and Action on Petition #Z-21-08-03 for a Special Use Permit to allow for a Multi-Family Residence to be located above a business in a B-3 Zoning District, as permitted by 40-2-3(B), more specifically known as 101 South Main Street, as requested by the owner, Groves Investments LLC.

Motion made by Alderman Row and seconded by Alderman Heller to approve Petition #Z-21-08-03 for a Special Use Permit to allow for a Multi-Family Residence to be located above a business in a B-3 Zoning District, as permitted by 40-2-3(B), more specifically known as 101 South Main Street, as requested by the owner, Groves Investments LLC. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

D. Consideration and Action on a Petition #Z-21-08-04 for a Proposed Zoning Map Amendment for Lot 19 and Lot 20 located in the Westview Acres, Phase 1, Subdivision, more commonly known as 201 – 211 Westview Plaza Drive, from B-2 General Business District to R-5 Multiple Family Residential as requested by the owner, Westview Acres, Inc.

Motion made by Alderman Hopkins and seconded by Alderman Matt Buettner to approve Petition #Z-21-08-04 for a Proposed Zoning Map Amendment for Lot 19 and Lot 20 located in the Westview Acres, Phase 1, Subdivision, more commonly known as 201 – 211 Westview Plaza Drive, from B-2 General Business District to R-5 Multiple Family Residential as requested by the owner, Westview Acres, Inc. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller, Notheisen and Matt Buettner voting ‘yea’.

E. Consideration and Action on Approval of Altec Industries, Inc., in the amount of $123,740.00 for the Easement Machine as bid.

Motion made by Alderman Row and seconded by Alderman Kyle Buettner to approve Altec Industries, Inc., in the amount of $123,740.00 for the Easement Machine as bid. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

F. Consideration and Action on a Solicitation Request from the Monroe County Shriners for their Annual Paper Drive to be held on Oct. 22, 2021 from 3pm to 8pm at the intersections of Main/Mill and Rogers/Hamacher.

Motion made by Alderman Hopkins and seconded by Alderman Darter to approve a Solicitation Request from the Monroe County Shriners for their Annual Paper Drive to be held on Oct. 22, 2021 from 3pm to 8pm at the intersections of Main/Mill and Rogers/Hamacher. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller, Notheisen and Matt Buettner voting ‘yea’.

G. Consideration and Action on Approval to Sign the MRT Contract.

Motion made by Alderman Notheisen and seconded by Alderman Matt Buettner to approve signing of the MRT contract. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

13. Consideration and Action on Executive Session to Discuss Contract Negotiations as allowed per 5 ILCS 120/2(c)(2).

Motion to move into Executive Session made by Alderman Darter and seconded by Alderman Kyle Buettner. Motion passed unanimously to enter into Executive Session with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

Entered into Executive Session at 7:54 p.m.

Adjourned Executive Session at 8:06 p.m.

Motion to Resume Session made by Alderman Notheisen and seconded by Alderman Kyle Buettner. Motion passed by unanimous voice vote.

Returned to regular session at 8:07 p.m.

14. Discussion of Matters by Council Members Arising After Agenda Deadline. None.

15. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with a unanimous voice vote. Mayor Smith adjourned the meeting at 8:10 p.m.
