City of Du Quoin City Council met Sept. 27.

Here are the minutes provided by the council:

The Meeting of the City Council of the City of Du Quoin, County of Perry was held in the Council Chambers of the Du Quoin City Hall.

Invocation:

Aaron Atkins gave the invocation and Mayor Alongi led the Pledge of Allegiance. Call to Order:

Mayor Alongi called the meeting to order at 6:00 p.m. with the following individuals attending: Commissioners Jill Kirkpatrick, Charles Genesio, Michael Ward. Attending via teleconferencing was Commissioner Bob Karnes. City staff present included City Attorney Aaron Atkins, City Clerk Ruth Hale, and City Treasurer Stephanie Cravens.

Approval of Minutes:

The Council approved the Open Session Council minutes of the September 13th meeting.

Motion: Commissioner Kirkpatrick

Second: Commissioner Ward

Ayes: All Nays: None

The Council approved the Open Session Council minutes of the September 21st Special meeting.

Motion: Commissioner Ward

Second: Commissioner Karnes

Ayes: All Nays: None

Approval of Bills to be Paid:

The Council approved payment of the bill list and payroll report.

Second: Commissioner Karnes

Ordinances:

A. Ordinance 2021-O09-01: An Ordinance Authorizing the Sale of Surplus Personal Property (Final Approval)

Motion: Commissioner Ward

Second: Commissioner Genesio

Ayes: All Nays: None

B. 2021-O09-05: An Ordinance for Annexation (Amended to Public Display)

Prior to the vote, the Mayor addressed the council regarding the purpose of the ordinance. Mr. Rick Krone then spoke to the council on his intent to develop four additional lots, expanding the Solitude Subdivision. He indicated that he will do things properly and follow city ordinances. He understood that he will be responsible for building the road and installing the utilities. He has hired an engineering firm to provided the road specifications. He is investing in the subdivision and wants the city to get the tax revenue. He mentioned that he could pull out and just let the county get the tax revenue but he does not want to do that. Commissioner Genesio had numerous questions regarding the expansion for Mr. Krone and for Attorney Atkins regarding city ordinances and the proposed plat. Tim Hirsch was next in addressing the council. Mr. Hirsch is planning to build in the expansion and he spoke to Mr. Krones character. He stated that he believes Mr. Krone is a man of his word and will do a fine job in completing the work on Solitude. After a lengthy debate, it was restated that Krone would pay for the road and utility installation, not the city, and that Mr. Krone would continue to work on the Plat and follow the guidelines of the city ordinances. Mr. Genesio then insisted the ordinance be amended to public display instead of final approval on the grounds he determined it to be the city entering into a contract.

A. Resolution 2021-R09-01: Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin, Perry County Illinois and the Du Quoin Fraternal Order of Eagles Concerning the Redevelopment of 22 West Main Street (Final Approval)

Motion: Commissioner Kirkpatrick

Second: Commissioner Genesio

Ayes: All Nays: None

B. Resolution 2021-R09-05: Resolution Authorizing a Business District Redevelopment Agreement between the City of Du Quoin and General Cable Industries, Inc. (Final Approval)

Motion: Commissioner Ward

Second: Commissioner Karnes

Ayes: All Nays: None

C. Resolution 2021-R09-06: Resolution Authorizing a Contract between the City of Du Quoin and Illinois Codification Services for Updating of the City of Du Quoin Code of Ordinances (Final Approval)

Motion: Commissioner Genesio

Second: Commissioner Ward

Ayes: All Nays: None

D. Resolution 2021-R09-07: Resolution Authorizing Issuance of Parade Permit (Final Approval) Motion: Commissioner Karnes Second: Commissioner Genesio

Commissioners’ Comments:

Genesio: Get well wishes to Shannon Jones, God speed.

Ward: Same as above and thank you to the Krone family for attending.

Kirkpatrick: Happy Birthday to the Mayor tomorrow. Wished Shannon well.

Mayor: Wished Shannon and Doug Hill well. Mentioned that the downtown Christmas tree needs some electric light work at a cost of $5000. The State Bank has pledged $2500 toward the repair. A new tree would cost around $14K to $16K. The repair should make the tree last for several more years.

Public Comment:

The Mayor called for public comment at 6:42 p.m. Public comment was closed at 6:42 p.m.

Adjournment:

The City Council adjourned at 6:42 pm.
