Waterloo City Council met Nov. 15.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

Alderman Kyle Buettner requested the withdrawal of agenda item 12G.

Motion made by Alderman Kyle Buettner and seconded by Alderman Hopkins to withdraw item 12G from the agenda. Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 11-01-21. Motion made by Alderman Darter and seconded by Alderman Kyle Buettner to approve the City Council Meeting Minutes from 11- 01-21. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet.

Motion to accept the report made by Alderman Hopkins and seconded by Alderman Darter. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller, Notheisen and Matt Buettner voting ‘yea’.

B. Report of Treasurer.

The report is in the packet.

Motion to accept the report made by Alderman Heller and seconded by Alderman Notheisen. Motion passed unanimously with Aldermen Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

C. Report of Building Inspector/Code Administrator.

D. Report of Subdivision and Zoning Administrator.

The report is in the packet.

E. Report of Director of Public Works.

Currently putting up Christmas decorations. Should be completed by tomorrow (11-16-21).

F. Report of Chief of Police. No report.

H. Report and Communication by Mayor.

1. Good Deed Award Presented by Janet Jansen of the Columbia American Legion Auxiliary to Ian Huebner.

2. Waterloo Beautification Grant Check Presentation to Justin Schmidt, Vintage Wine Bar located at 212 S. Main Street.

3. The Mayor reported that Waterloo Masonic Lodge #787 presented the City with a Community Builder’s Award in recognition of outstanding service.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Ordinance No. 1834 Approving a Tax Levy for Corporate Purposes for the current Fiscal Year commencing on the 1st day of May, 2021 and ending on the 30th day of April, 2022 for the City of Waterloo, IL.

Motion made by Alderman Heller and seconded by Alderman Row to approve Ordinance No. 1834 Approving a Tax Levy for Corporate Purposes for the current Fiscal Year commencing on the 1st day of May, 2021 and ending on the 30th day of April, 2022 for the City of Waterloo, IL.

Alderman Notheisen stated he was opposed to the amount of the Tax Levy since all monies from the previous year were not spent.

Aldermen voted as follows:

YES – Heller, Matt Buettner, Trantham, Darter, Kyle Buettner and Row.

NO – Notheisen and Hopkins

Motion passed by a vote of 6 to 2.

B. Consideration and Action on Ordinance No. 1835 Approving Two (2) Jurisdictional Transfers from Monroe County, IL to the City of Waterloo, IL for Rogers Street, from the north edge of pavement of Hamacher Street northerly to the municipal corporate limit (0.11 mi); and from the municipal corporate limit northerly to the south butt edge of SN 068-3168, in its entirety (0.89 mi), for a total of 1.00 miles

Motion made by Alderman Notheisen and seconded by Alderman Matt Buettner to approve Resolution No. 21-25 Approving a Gas Sales Agreement between Symmetry Energy Solutions, LLC, and the City of Waterloo, IL.

Motion passed with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

D. Consideration and Action on Resolution No. 21-26 Approving the Signing of Four (4) Physical Transaction of Confirmations for Immediate Delivery between Symmetry Energy Solutions, LLC and the City of Waterloo, IL from the East Line Pool, the West Line Pool, the Mainline Market Pool and the Mainline Field Pool.

A. Consideration and Action on Approval of the 2022 Regularly Scheduled Meetings and Holiday Dates.

Motion made by Alderman Darter and seconded by Alderman Row on Approval of the 2022 Regularly Scheduled Meetings and Holiday Dates.

Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on Full Page Ad to be placed in the 2022 Visitor’s Guide in the amount of $2,750.00 (discounted 50%) to be paid out of the Hotel / Motel Tax Fund. Motion made by Alderman Heller and seconded by Alderman Kyle Buettner on approval for a Full Page Ad to be placed in the 2022 Visitor’s Guide in the amount of $2,750.00 (discounted 50%) to be paid out of the Hotel / Motel Tax Fund.

Motion passed unanimously with Aldermen Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

C. Consideration and Action on Renewal of Group Health Insurance Coverage with Blue Cross Blue Shield of Illinois Effective January 01, 2022 through December 31, 2022. Motion made by Alderman Matt Buettner and seconded by Alderman Notheisen to approve the Renewal of Group Health Insurance Coverage with Blue Cross Blue Shield of Illinois Effective January 01, 2022 through December 31, 2022. Motion passed unanimously with Aldermen Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller and Notheisen voting ‘yea’.

D. Consideration and Action on Renewal of Dental, Life / AD&D and Dependent Life Insurance with Delta Dental for a 12-Month Period from January 01, 2022 through December 31, 2022.

Motion made by Alderman Matt Buettner and seconded by Alderman Darter to approve the Renewal of Dental, Life / AD&D and Dependent Life Insurance with Delta Dental for a 12-Month Period from January 01, 2022 through December 31, 2022. Motion passed unanimously with Aldermen Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller and Notheisen voting ‘yea’.

E. Consideration and Action on Renewal of Liability and Workers Compensation and Equipment Breakdown Insurance Coverage with IMLRMA.

Motion made by Alderman Matt Buettner and seconded by Alderman Darter to approve the Renewal of Liability and Workers Compensation and Equipment Breakdown Insurance Coverage with IMLRMA. Motion passed unanimously with Aldermen Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller and Notheisen voting ‘yea’.

F. Consideration and Action on a Special Event Permit Request from GLOW for the GLOW Holiday Parade to be held on November 27, 2021 from 5:30 p.m. to 7:00 p.m. with the temporary street closure of Columbia Avenue, Main Street, Mill Street and Library Street per the parade route as attached.

Motion made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner to approve a Special Event Permit Request from GLOW for the GLOW Holiday Parade to be held on November 27, 2021 from 5:30 p.m. to 7:00 p.m. with the temporary street closure of Columbia Avenue, Main Street, Mill Street and Library Street per the parade route as attached. Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.

G. Consideration and Action on Approval of Exterior Building Material 6-1-2(I)(C) at the new Scooter’s Restaurant located at Lot 11 North Pointe Phase 3 Second Phase – Parcel No. 07- 24-167-011-000.

Item was withdrawn from the agenda.

H. Consideration and Action on Approval of Exterior Building Material 6-1-2(I)(C) at the 4th Street Bar and Grill located at 301 S. Moore Street.

Motion made by Alderman Heller and seconded by Alderman Hopkins on Approval of Exterior Building Material 6-1-2(I)(C) at the 4th Street Bar and Grill located at 301 S. Moore Street. Motion passed unanimously with Aldermen Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Notheisen wished everyone a Happy Thanksgiving.

Alderman Hopkins thanked Mechelle Childers for the job she did with the minutes from the last meeting.

Mayor Smith reported that concrete would be poured tomorrow at the First Responder Memorial. Mayor Smith also thanked Alderman Heller, Shawn Kennedy and Sarah

Deutch for their assistance with the Veteran’s Day Program. The Mayor likewise thanked everyone who participated with Laying of the Wreath at Lakeview Park. He also wished everyone a Happy Thanksgiving.

14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with a unanimous voice vote. Mayor Smith adjourned the meeting at 7:53 p.m.
