The City Council of Red Bud, Randolph County, Illinois met at 6:00 P.M. at Red Bud City Hall, City Council Chambers.

B. Personnel Committee – Meeting November 15, 2021

Motion made by Council Member Rheinecker, seconded by Council Member Hanebutt, to authorize approval of Ordinance No. 1482: “AN ORDINANCE AMENDING TITLE III, CHAPTER 41 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021 PERTAINING TO ADMINISTRATIVE TIME”. 2. Acceptance of resignation – Lucas Horrell

Motion made by Council Member Rheinecker, seconded by Council Member Schwarzkopf, to authorize approval of the letter of resignation from Lucas Horrell as police officer, effective December 1, 2021. C. Public Health & Safety Committee - Meeting November 15, 2021 1. Authorization to Hire Steven Sumner for Animal Control Warden @ $15/Hr.

Motion made by Council Member Hanebutt, seconded by Council Member DeMond, to authorize approval to hire Steven Sumner as animal control warden @ $15/hour/call out, pending physical and drug testing. E. Public Works Committee - Meeting November 15, 2021

1. Authorization to Hire Power plant Operator

Motion made by Council Member Guebert, seconded by Council Member Rheinecker, to authorize approval to hire Daniel Koester as power plant operator, pending physical and drug testing @$21.49/hour and follow the schedule approved at the committee level. (Clerk Note: Starting @80% of current rate of pay of $26.86/hour, after six months @ 90%, after twelve months @95% and at full duties @100%. The pay rate will increase with any annual percentage rate increases.) The vote was as follows: Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye. Motion carried.

2. Use of Generators Ordinance No. 1483

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval of Ordinance No. 1483: “AN ORDINANCE AMENDING TITLE VII, CHAPTER 74 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021 PERTAINING TO GENERATORS.” The vote was as follows: Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.

3. 2021 Pipeline Safety Conference – Steve Mertz and Clint Crafton Kenny Langrehr was previously approved but is unable to attend this training

Motion made by Council Member Guebert, seconded by Council Member Piel, to authorize approval to send Steve Mertz to training entitled “2021 Pipeline Safety Compliance Conference” on December 7-8, 2021, in Mt. Vernon, IL, with a fee of $350 and transportation required. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye. Motion carried.

Motion made by Council Member Guebert, seconded by Council Member Donjon, to authorize approval to send Clint Crafton to training entitled “2021 Pipeline Safety Compliance Conference” on December 7-8, 2021, in Mt. Vernon, IL, with a fee of $125 and transportation required. The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye. 4. MFT Resolution No. 21-004

Motion made by Council Member Guebert, seconded by Council Member Rheinecker, to authorize approval of and affixing appropriate signatures to Resolution No. 21-004: “RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE” for 2022 general street maintenance. 5. Approval of $10 Lighting Coupon

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval of a $10 holiday lighting coupon for residential customers only. 6. Release of Lien for the Office Bar and Grill Judgement

Motion made by Council Member Guebert, seconded by Council Member Nevois, to authorize approval of the ‘SATISFACTION & RELEASE OF JUDGEMENT” in the City of Red Bud vs. Melissa Stines, Matthew Stines, Roger Hess, M &M Stines, LLC, and RTR Hess Co., LLC. case.
