Minutes:

The Minutes of the City Council of the City of Du Quoin, County of Perry, held in the Council Chambers of the Du Quoin City Hall.

Invocation:

City Attorney Aaron Atkins gave the invocation. Mayor Alongi then led the Pledge of Allegiance.

Call to Order:

Mayor Alongi called the meeting to order at 6:00 p.m. with the following individuals attending: Commissioners Charles Genesio, Bob Karnes, and Commissioner Michael Ward. Commissioner Jill Kirkpatrick was absent. City staff present included City Attorney Aaron Atkins and City Clerk Ruth Hale.

Approval of Minutes:

The Council approved the Open Session Council minutes of the December 13th meeting.

Approval of Bills to be Paid:

The Council approved payment of the bill list and payroll report.

Other Business:

Commissioner Genesio presented to the council on the LCR Distribution System Material Inventory. A New IEPA Drinking Water Copper Regulation. The new regulation will require the city to submit a plan to replace all lead and copper water lines in the future. The plan must be updated periodically and completed in final form by April 2027. The presentation is attached.

Commissioner Genesio read a thank you letter from Mark Krone. Mark Krone is retiring after 38 years of employment with the city. The letter is attached.

Commissioner Comments:

Atkins: Wished everybody a very Happy New Year.

Genesio: Congratulations to Mark Krone and thank you for your kind words. Wish everyone a Happy New Year.

Karnes: Wish Mark Krone well and thanks for your comments. Happy New Year.

Ward: Wish Mark Krone well, thank you for your comments and pray that everyone has a very Happy New Year.

Hale: Congratulations Mark and good luck to Kathy Krone.

Mayor: Wish Mark well. Thank you to all the volunteers this year. There wasn’t enough of them. If anyone wants to volunteer next year, please do so. Happy New Year.

Public Comment:

The mayor called for public comment at 6:36 p.m.

Jeff Ashauer addressed the council regarding the recent developments with the Riggio building. He asked the council for assistance should the need arise to offer TIF assistance to Mr. Riggio in order to fix the façade of the building. He said it could happen rather quickly and wanted to prevent any delays in the funding. The mayor assured him that they could work it out should the need arise. The TIF district could reimburse the city when the tax revenue is received next year.
