Pinckneyville City Council met Feb. 28.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Fire Chief Jim Gielow, and Economic Development Coordinator Carrie Gilliam. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall. The Pledge of Allegiance was led by Commissioner Hicks.

PREVIOUS MINUTES

Commissioner Hicks made a motion to approve the minutes of the February 14, 2022, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending January 2022 was $8,813,966.17 up from last year, and unrestricted balance total was $1,262,943.34 down from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-07 TO ENTER INTO A PARK MAINTENANCE SERVICE AGREEMENT WITH THOMAS E. GARNER, D/B/A GARNER MOWING SERVICE

Commissioner Cicardi presented Resolution No. R-2022-07, a resolution placed on file at the February 14, 2022, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a park maintenance service agreement with Thomas E. Garner, D/B/A Garner Mowing Service. Commissioner Cicardi noted this is a two-year contract, then made a motion to approve Resolution No. R-2022-07. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-09 AUTHORIZING LEASES OF REAL ESTATE OWNED BY THE CITY OF PINCKNEYVILLE FOR AGRICULTURAL PURPOSES (LESSEES: STEVEN AND BRENT EPPLIN AND EDWARD J. BRUNS)

Commissioner Cicardi presented Resolution No. R-2022-09, a resolution placed on file at the February 14, 2022, regular council meeting, authorizing leases of real estate owned by the City of Pinckneyville, Perry County, Illinois, for agricultural purposes (Lessees are Steven and Brent Epplin and Edward J. Bruns). Commissioner Cicardi made a motion to approve Resolution No. R-2022-09. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST APPROVAL TO HIRE RICHARD TIMMONS AS A CLASS A WATER OPERATOR IN CHARGE

Commissioner Cicardi requested approval to hire Richard Timmons as a Class A Water Operator in Charge. He stated Mr. Timmons as his Wastewater and Class A Water Licenses and had good references. Commissioner Cicardi made a motion to approve the request. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

STREET COLLECTION REQUEST FROM PERRY COUNTY HISTORICAL SOCIETY

Perry County Historical Society requested permission to collect on the city streets on Saturday, April 30, 2022, from 8:00 a.m. to 12:00 p.m. This will also be their opportunity to advertise for the Vintage in the Ville to be held on May 6 and 7, 2022. Commissioner Hicks made a motion, seconded by Commissioner Stotlar, to approve the collection request. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

STREET COLLECTION REQUEST FROM PINCKNEYVILLE CHAMBER OF COMMERCE

Pinckneyville Chamber of Commerce requested permission to collect on the city streets on Saturday, October 1, 2022, from 9:00 a.m. to 1:00 p.m. for the benefit of the Mardi Gras Queen Pageant. Commissioner Hicks made a motion, seconded by Commissioner Peradotta, to approve the collection request. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

STREET COLLECTION REQUEST FROM PERRY COUNTY HUMANE SOCIETY

Perry County Humane Society requested permission to collect on the city streets on Saturday, August 20, 2022, from 8:00 a.m. to 12:00 p.m. Commissioner Hicks made a motion, seconded by Commissioner Cicardi, to approve the collection request. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

After all street collection requests were made, Commissioner Hicks reminded each organization to provide their certificates of insurance and Commissioner Peradotta notified them of the availability of safety cones and safety vests.

ACCEPT RESIGNATION FROM PART-TIME POLICE OFFICER BRAD MORGENTHALER EFFECTIVE FEBRUARY 21, 2022

Commissioner Hicks made a motion to accept the resignation from Part-Time Police Officer Brad Morgenthaler effective February 21, 2022. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2022-03 AUTHORIZING APPROVAL OF AN APPLICATION FROM VICTORY CLOTHING COMPANY LLC, FOR BUSINESS DISTRICT FUNDS AND COMMITTING BUSINESS DISTRICT FUNDS FROM THE CITY OF PINCKNEYVILE, PERRY COUNTY, ILLINOIS

Mayor Spencer presented Ordinance No. O-2022-03, an ordinance authorizing approval of an application from Victory Clothing Company LLC, for Business District Funds and committing Business District Funds from the City of Pinckneyville, Perry County, Illinois. Economic Development Coordinator Carrie Gilliam introduced Jarron Hurst and his daughter Brooklyn Hurst of Victory Clothing Company LLC. Mr. Hurst stated they have been renting their building located at 9 West Jackson Street for close to a year and are now ready to purchase the building and make improvements. Mayor Spencer noted this is a $25,000 request for Business District Funds. Commissioner Peradotta made a motion to approve Ordinance No. O-2022-03. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to move the meeting to Executive Session at 6:17 p.m. for the discussion of: Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee and Section 2 (c) (6) Setting of a price for the sale or lease of property owned by the public body. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to return to the regular meeting at 6:54 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2022-04 AUTHORIZING THE SALE OF A 2012 FORD F550 DUMP TRUCK BY THE CITY OF PINCKNEYVILE, PERRY COUNTY, ILLINOIS

Commissioner Peradotta presented Ordinance No. O-2022-04, an ordinance authorizing the sale of a 2012 Ford F550 Dump Truck by the City of Pinckneyville, Perry County, Illinois. Commissioner Peradotta made a motion to approve Ordinance No. O-2022- 04. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:55 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
