ROLL CALL
Commissioner William B. Stotlar called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, and William B. Stotlar. Members absent: Mayor Robert L. Spencer. Commissioner Stotlar declared a quorum present. Commissioner Stotlar announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by City Clerk Melissa Kellerman.
PREVIOUS MINUTES
Commissioner Peradotta made a motion to approve the minutes of the May 9, 2022, regular council meeting. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. Motion declared carried.
TREASURER’S REPORT
Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending April 30, 2022 was $9,047,730.19 up from last year, and unrestricted balance total was $2,577,004.34 also up from last year. Commissioner Peradotta made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. Motion declared carried.
ACCOUNTS PAYABLE
Commissioner Stotlar presented two invoices to add to the accounts payable: Companion Life Insurance - $248.63 and Sparklight - $173.98. Commissioner Peradotta made a motion to approve the accounts payable with the two additional invoices. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. Motion declared carried.
CORRESPONDENCE
Commissioner Peradotta reminded the public that oil and chipping of certain city streets will be June 6, 7, and 8, weather permitting. The area to be treated will be East of the Dairy Queen, Grecian Steakhouse and Trophy Room toward the high school and junior high and South of the Perry County Jail. Other streets to be treated outside this area will be Lookout, Fallon, West Randolph Streets, the alley between Grant and Fallon Street, everything west of Grant Street towards the railroad tracks, as well as parking lots in the fairground area, and finishing Fairground Road from Malone Street south to the city limits by Charlotte Hills.
Commissioner Cicardi noted the pool opened today. It was originally scheduled to open Saturday, May 21st, but did not due to weather conditions. It was also closed on Sunday, May 22nd, due to the high school graduation.
Commissioner Hicks noted the Perry County Fair will start June 14th. A demolition derby will be held prior to the fair on June 11th at 6:00 p.m. with fireworks following. Ilene Ruroede from the Perry County Ag Society was present and stated there will not be a carnival at the fair, but there will be inflatables and bounce houses.
STRAIGHT LINE STRIPING, LLC, TO RE-STRIPE OLD HOSPITAL PARKING LOT AND COMMUNITY CENTER PARKING LOT
Commissioner Cicardi presented two bids from Straight Line Striping, LLC, to clean, seal (2 coats), and re-stripe the old hospital parking lot at a total cost of $3,562.50 and to clean, seal (2 coats), and re-stripe the Community Center parking lot at a total cost of $8,500.00. He also received two bids (one for each location) from Egyptian Asphalt and Sealcoating, but chose to award both projects to Straight Line Striping, LLC. The bid from Egyptian for the old hospital parking lot was more than Straight Line, and their bid for the Community Center was less, but only for one coat of sealer. Commissioner Cicardi made a motion to approve the two bids from Straight Line Striping, LLC. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. Motion declared carried.
HIRE TWO PART-TIME SUMMER WORKERS FOR THE UTILITY DEPARTMENT
Commissioner Cicardi requested approval to hire two part-time summer workers for mowing for the utility department, stating they will work from now through August. Commissioner Cicardi made a motion to approve the request which was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. Motion declared carried.
USDI – WORK ON LAUREL AND MAIN STREETS AND MANN DRIVE
Commissioner Cicardi presented an estimate from USDI for work on Laurel and Main Streets and Mann Drive at a total cost of $8,532.00. He stated USDI does other work on the City’s gas lines, and this is to re-route the line at Laurel and Main Streets and to eliminate/stop the line at Mann Drive. Commissioner Cicardi made a motion to approve the estimate from USDI, which was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. Motion declared carried.
D&D PLUMBING – NEW WATER HEATER IN SHOWER HOUSE AT CITY PARK - TABLED
Commissioner Cicardi presented an invoice from D&D Plumbing for a new water heater in the shower house at the City Park at a total cost of $2,600.00. Ilene Ruroede was present at the meeting and stated the shower house building is owned by the Perry County Fair Board, and they are responsible for the upkeep of the building. She said to have D&D Plumbing send the invoice to Perry County Ag Society and they would pay it. Commissioner Cicardi, therefore, tabled the item.
REQUEST TO CLOSE BALL PARK ROAD JUNE 11, 2022, FOR FIREWORKS
Ilene Ruroede, of the Perry County Fair Board, requested to close Ball Park Road June 11, 2022, from approximately 9:30 p.m. to 10:00 p.m. while fireworks are being set off. She stated fireworks will begin after the Demolition Derby ends, so the road closure time is dependent on the ending of the Demolition Derby. Motion by Commissioner Hicks, seconded by Commissioner Cicardi to approve the request. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. Motion declared carried.
PERRY COUNTY AG SOCIETY DONATION REQUEST
Ilene Ruroede, of the Perry County Ag Society, requested a $1,500.00 donation from the hotel/motel tax fund to be used to assist with advertising costs for the 2022 Perry County Fair. Motion by Commissioner Hicks, seconded by Commissioner Peradotta to approve the donation request. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. Motion declared carried.
REQUEST FROM PINCKNEYVILLE CHAMBER FOR USE OF CITY PARKING LOT FOR STAYCATION IN THE VILLE JUNE 11, 2022
Ashley Bathon, from the Pinckneyville Chamber of Commerce, requested to use the City parking lot next to Place Real Estate for food trucks and band at the Staycation in the Ville June 11, 2022. She revised the timeframe - 9:00 a.m. to 5:00 p.m. and requested trash cans and picnic tables from the City. She stated the band would play from 2:00-5:00 p.m., to allow time for visitors to go to the demolition derby at the City Park. Commissioner Peradotta said the Street Department could provide up to six trash cans, and reminded her that vendors were not to dump grease on the parking lot. He said she should call Loyd Hauling for a special dumpster for that. Commissioner Cicardi said he could provide up to five picnic tables. Ms. Bathon also asked permission to have a sidewalk chalk contest on the lot. Motion by Commissioner Hicks, seconded by Commissioner Cicardi to approve the request. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. Motion declared carried.

Mr. Steele was unable to attend this meeting, so this item will be tabled for a future council meeting.
