City of Chester City Council met April 4.

I. CALL TO ORDER
The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

Alderman Dudenbostel moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Platt seconded the motion. City Clerk:
The city clerk presented four applications for raffle license for the Chester Moose Lodge. Alderman Dudenbostel moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Rader, Homan, Platt, Allison, Dudenbostel, Hill. Nays: None. Absent: Alderman Maes. Motion carried.
City Engineer:
City Engineer Ted Beggs advised a preconstruction meeting for Water Plant Improvements Phase 1 will be April 5th at 11:00 a.m.

Cemetery & Finance Committee (Chairman Platt):
The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Homan, Buckham, Platt, Hill, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
Chairman Platt moved to approve the March report of the Evergreen Cemetery Clerk as presented. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Homan, Buckham, Platt, Hill, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
Alderman Platt moved to approve Invoice #21163 & #21164 for Water Plant Improvements Phase 1 payable to J.T. Blankinship, Inc. for $262,000.00. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Homan, Buckham, Platt, Hill, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
Chairman Platt presented Pay Estimate #1 payable to Red Dot Construction and Equipment Rentals Inc. for the Water Main Replacement Project –Oak Terrace and Lawder Drive for $55,797.53. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Homan, Buckham, Platt, Hill, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
Gas Department & Personnel Committee (Alderman Dudenbostel):
After an inquiry from Alderman Allison, Alderman Platt advised Am Arbor has started trimming the trees at the gas regulator stations.
Economic Development, Chamber & Beautification Committee (Alderman Allison):
Alderman Allison stated the monthly Planning Commission meeting was cancelled for the month of March. Secondly, Alderman Allison advised that he has received a bid for the exterior painting of city hall.

Police Chief (Bobby Helmers):
Chief Helmers stated the department responded to 509 calls for service in March.
IX. PUBLIC COMMENT
Gary Stull provided an update on some recent development with the landslide issue on Harrison Street. Mr. Stull provided email correspondence from Geri Boyer with Kaskaskia Engineering Group, LLC and Karen Geldert with Illinois Department of Transportation. Illinois Department of Transportation has updated their records to indicate that the portion of roadway in the landslide is now a city street. Mr. Stull noted Motor Tax Fund and Rebuild Illinois Funds are eligible to be used to repair the roadway damaged by the slide off of the roadway. Mr. Stull challenged the council to find funds to repair the damaged roadway.

Appropriation Adjustments:
Alderman Dudenbostel moved to approve line item appropriation adjustments within funds according to state statue. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Homan, Buckham, Platt, Hill, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
Mowing Contract with J & S Services for Cole Park:
Alderman Hill moved to approve an agreement with J & S Services for mowing at Cole Park ranging from $440.00 to $550.00 per mow depending on fuel costs. Alderman Homan seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Homan, Hill, Dudenbostel, Buckham, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
Mowing Contract with J & S Services for the Cohen Complex:
Alderman Platt moved to approve an agreement with J & S Services for mowing at the Cohen Complex ranging from $740.00 to $850.00 per mow depending on fuel costs. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Homan, Hill, Dudenbostel, Buckham, Rader. Nays: None. Absent: Alderman Maes. Motion carried.

Furnace/Air Conditioning System – Sewer Plant:
Marty Reynolds presented several quotes for a new furnace and air conditioner at the sewer plant. Alderman Platt moved to accept the low bid from Chester Heating & A/C for $6,688.70. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Homan, Hill, Dudenbostel, Buckham, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
Street Sign:
Alderman Hill moved to approve the installation of a “Slow – Children at Play” street sign on Cole Place Road. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Homan, Hill, Dudenbostel, Buckham, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
Evergreen Cemetery – Rates:
Alderman Platt moved to approve increasing the rate for a double deep burial and disinterment of body to $1,000.00 as recommended by the Cemetery Board. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Homan, Hill, Dudenbostel, Buckham, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
Employment – Janitor:
Alderman Hill moved to approve Wendy Atchison as janitor for the Welcome Center. Alderman Buckham seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Homan, Hill, Dudenbostel, Buckham, Rader. Nays: None. Absent: Alderman Maes. Motion carried.
