City of Chester City Council met March 16

Here are the minutes provided by the council:

I. CALL TO ORDER    

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street.  Mayor Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Hill, Rader, Platt, Maes, Allison, Homan, Dudenbostel. Nays: None. Absent: None. Motion carried.

Mayor:

Mayor Page advised a meeting was held with the superintendents to discuss summer student workers.

City Clerk:

The city clerk presented three applications for raffle licenses for Chester Community Golf Club. Alderman Hill moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Buckham, Homan, Hill, Maes. Nays: None. Absent: None. Motion carried

The city clerk presented an application for raffle licenses for the American Legion. Alderman Hill moved to issue the raffle license and waive the fidelity bond required of the raffle managers. VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Hill, Homan, Dudenbostel, Maes, Buckham, Platt, Rader. Nays: None. Absent: None. Motion carried.

Chairman Platt presented Change Order #1 from Red Dot Construction & Equipment Inc. for the Water Main Replacement – Oak Terrace Drive & Lawder Lane for a decrease of $807.75. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Hill, Homan, Dudenbostel, Maes, Buckham, Platt, Rader. Nays: None. Absent: None. Motion carried.

Chairman Platt presented Pay Estimate #2 from Red Dot Construction & Equipment Inc. for the Water Main Replacement – Oak Terrace & Lawder Lane for $20,384.72. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Hill, Homan, Dudenbostel, Maes, Buckham, Platt, Rader. Nays: None. Absent: None. Motion carried.

Ordinance & Public Property Committee (Chairman Hill):

Chairman Hill advised the council is missing a monthly report from the Code Enforcement Officer.

Summer Student Workers:

Alderman Platt stated summer student employment should be advertised in the local newspaper next year. Alderman Homan moved to hire Cohen Gibbs, Lucas Melching, Nolin Crain, Connor Mott and Ethan Bert for summer student employment. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Maes, Homan, Hill, Dudenbostel, Buckham, Rader. Nays: None. Absent: None. Motion carried.

Welcome Center – Deck:

Mayor Page presented a proposal from New Concept Construction Inc. for replacement wood beams and floor joist for the Welcome Center deck. The council discussed using the existing composite decking and handrails. Alderman Platt moved to accept the bid from New Concept Construction Inc. for new wood beams, floor joist and composite decking material for $29,736.52. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Maes, Homan, Hill, Dudenbostel, Buckham, Rader. Nays: None. Absent: None. Motion carried.

X. NEW BUSINESS

ORDINANCE #1771 – AN ORDINANCE AUTHORIZING SALE OF PERSONAL PROPERTY OWNED BY THE CITY OF CHESTER, ILLINOIS:

Alderman Homan moved to pass an Ordinance that accepts the following bids: 1) Allis Chalmers Tractor –Philip Fiscella, $1,251.76. 2) 2000 Dodge Ram Truck w/Western Plow – Christopher Dillman, $3,000.00. 3) 2003 Ford F350 w/Western Plow – Derek Niermann, $2,500.00. 4) 2011 F250 Truck Bed – Philip Fiscella, $501.77. 5) EelCam 200 Pipeline Inspection Camera – Joe Deutschmann, $,1500.00. The bid for the Kuhn ProTwin Manure Spreader was rejected. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Maes, Hill, Homan, Dudenbostel, Buckham, Rader. Nays: None. Absent: None. Motion carried.

Salary Cap & Starting Salary:

Alderman Platt moved to approve a $33,948.00 per year starting salary for city employees and remove the salary cap for full-time employees. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Maes, Hill, Homan, Dudenbostel, Buckham, Rader. Nays: None. Absent: None. Motion carried.

ORDINANCE #1772 – AN ORDINANCE FIXING THE SALARIES OF VARIOUS APPOINTED MUNICIPAL OFFICERS OF THE CITY OF CHESTER:

Mayor Page presented the proposed salary increases for the appointed positions. Alderman Maes moved to approve salaries as set forth in the FY2023 list received as follows: Sewer Superintendent, $59,148.00 –Water Plant Superintendent, $59,148.00 – Maintenance Superintendent, $54,597.00 –Water Distribution Superintendent, $53,788.00 – Gas Superintendent, $48,813.00 – Cemetery Sexton, $60,153.00 – Cemetery Clerk, $3,034.00 –Chief of Police, $80,376.00 – Zoning Administrator, $3,000.00 – EMA Director, $1,800.00 – Assistant EMA Director, $1,200.00 – Fire Chief, $4,800.00 – Assistant Fire Chief, $3,300.00 –Recreation Director, $35,400.00 – Animal Control Officer, $5,000.00 per year – Code Enforcement Officer, $49,650.00 – Park Superintendent – Cole Park, $52,481.00 – Park Superintendent – Cohen Complex, $48,059.00. Alderman Platt moved to approve a salary increase of $1.00 per hour ($15.00/hour) for the adult workers. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Maes, Hill, Homan, Dudenbostel, Buckham, Rader. Nays: None. Absent: None. Motion carried.

Fire Fighters:

Alderman Platt moved to approve a salary increase of $1.00 per hour ($12.00/hour) for the second hour and any additional hours for the fire fighters. Alderman Homan seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Maes, Hill, Homan, Dudenbostel, Buckham, Rader. Nays: None. Absent: None. Motion carried.

Housing Market Assessment and Comprehensive Housing Needs Study:

Alderman Platt moved to approve the proposal from Heartlands Conservancy and Steadfast City to conduct a housing market assessment and comprehensive housing needs assessment for the community. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Maes, Hill, Homan, Dudenbostel, Buckham, Rader. Nays: None. Absent: None. Motion carried.

ORDINANCE #1773 – ORDINANCE AUTHORIZING LOAN AGREEMENT FOR WASTEWATER TREATMENT PLANT AND COLLECTION SYSTEM IMPROVEMENTS – IEPA LOAN L17-3545 WATER POLLUTION CONTROL LOAN PROGRAM:

After explanation from City Engineer Harold Sheffer, Alderman Allison moved to approve the proposed Ordinance authorizing the loan agreement with IEPA. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Platt, Maes, Hill, Homan, Dudenbostel, Buckham, Rader. Nays: None. Absent: None. Motion carried.

XI. ADJOURNMENT
