Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois Held in the Council Room of City Hall. 

A. Call Meeting to Order 

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM. 

B. Roll Call

Present: Absent: 

Aldermen Niemietz, Roessler, Holtkamp, Martens, Garmer, and Khoury. Aldermen Huch and Riddle.

Quorum present. 

Administrative Staff present:

E. Business Prior to Public Input  

1. Resolution No. 2022-10 Authorizing the Retirement of Columbia Police Department Police Dog "Daggo" and Approving the Transfer of Ownership of "Daggo" to Sergeant Zack Hopkins 

Mayor Hill and Chief Donjon recognized Police Dog Daggo and his handler, Sergeant Zack Hopkins, for Daggo's service to the City and his retirement. 

Motion: 

It was moved by Alderman Garmer, and seconded by Alderman Khoury, to pass and approve Resolution No. 2022-10, a Resolution Authorizing the Retirement of Columbia Police Department Police Dog "Daggo" and Approving the Transfer of Ownership of "Daggo" to Sergeant Zack Hopkins 

Motion Passed.

Mayor Hill congratulated the Columbia High School Senior Class of 2022 on their graduation.

Director of Community Development Scott Dunakey presented the Community Development report. 

J. Consent Agenda  

City Clerk Hitzemann read the Consent Agenda. 

1. Motion to Approve Minutes of the May 2, 2022 Regular City Council Meeting 

2. Motion to Approve Closed Session Minutes of the May 2, 2022 Regular City Council Meeting 

3. Motion to Approve Payment of Vouchers for the Period of April 29, 2022 through May 12, 2022 in the Amount of $428,435.34 

4. Motion to Approve Statement of Funds for April 30, 2022 

5. Motion to Approve Resolution No. 2022-11 Providing for the Appointment of Members of Certain Boards, Commissions, and Committees of the City of Columbia, Illinois for the Fiscal Year of the City Commencing May 1, 2022 and Ending April 30, 2023 

6. Motion to Approve a Plat of Survey and Land Transfer from Parcel No. 04-16-349-009- 000 to Parcel No. 04-16-349-008-000 Located in the City of Columbia, Monroe County, Illinois 

7. Motion to Approve Special Event Permit for 2022 Songs4Soldiers Benefit Concert {September 9-10, 2022) 

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none. 

Motion: 

It was moved by Alderman Holtkamp, and seconded by Alderman Huch, to approve the Consent Agenda as read . 

Motion Passed.

K. Unfinished Business  

1. Ordinance No. 3610 Repealing Ordinance No. 3584; Authorizing the Mayor to Execute a Lease Purchase Agreement with Landmark Infrastructure Holding Company, LLC; and Providing Further Authority 

City Administrator Doug Brimm reminded the Council of the previously approved Ordinance No. 3584, which assigned the 50 year rights for one of the three telecommunication towers located on Bremser Road to Landmark. 

Mr. Brimm reported that since the litigation with Crown Castle is resolved, the City may proceed with a lease purchase agreement for the entire site with Landmark Infrastructure Holding Company, LLC. 

Motion: 

It was moved by Alderman Holtkamp, and seconded by Alderman Martens, to pass and approve Ordinance No. 3610, an Ordinance Repealing Ordinance No. 3584; Authorizing the Mayor to Execute a Lease Purchase Agreement with Landmark Infrastructure Holding Company, LLC; and Providing Further Authority 

Motion Passed.

2. Motion to Accept Material Proposal from America's Parking in the Amount of $18,116.12 for 2022 Pavement Marking Program 

Motion: 

It was moved by Alderman Martens, and seconded by Alderman Niemietz, to Accept Material Proposal from America's Parking in the Amount of $18,116.12 for 2022 Pavement Marking Program 

Motion Passed.

3. Motion to Approve Expenditure of Tax Increment Financing Funds/Sanitary Sewer Funds to Pay for Carl Street Bridge - Sanitary Sewer Replacement Project 

Motion:

It was moved by Alderman Garmer, and seconded by Alderman Khoury, to Approve Expenditure of Tax Increment Financing Funds/Sanitary Sewer Funds to Pay for Carl Street Bridge - Sanitary Sewer Replacement Project 

Motion Passed.

L. New Business  

1. Discussion of a Park Use Agreement Between the City of Columbia and Songs4Soldiers NFP for the 2022 Benefit Concert

Director of Community Development Scott Dunakey reported the agreement proposed for 2022 is the same agreement approved for the 2021 Benefit Concert. 

M. Closed Session  

1. Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(2) Collective Bargaining and 5 ILCS 120/2(c)(11) Pending or Probable Litigation 

Motion: 

It was moved by Holtkamp, and seconded by Alderman Khoury, to direct the Mayor to go into Closed Session at 8:01 PM to discuss 5 ILCS 120/2(c)(2) Collective Bargaining and 5 ILCS 120/2(c)(11) Pending or Probable Litigation 

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 9:21 PM . Upon return to Regular Session, Aldermen Niemietz, Roessler, Holtkamp, Martens, Garmer, Khoury, and Mayor Hill were present

Motion: 

It was moved by Alderman Niemietz, and seconded by Alderman Martens, to adjourn the Regular City Council meeting held Monday, May 16, 2022 at 9:22 PM . 

Motion Passed.
