City of Columbia City Council met Sept. 19.

A. Call Meeting to Order
Mayor Hill and Gedern, Germany Burgermeister Guido Kempel called the City Council of Columbia, Illinois to order at 7:00 PM.
B. Roll Call
Present: Aldermen Niemietz, Roessler, Huch, Holtkamp, Martens, Riddle, Garmer, and Khoury.
Absent: None.

D. Proclamations /Recognitions /Presentations
1. Sister Cities - Proclamation of German Heritage/Sister Cities Day
Mayor Hill and Burgermeister Kempel proclaimed September 17, 2022 as German Heritage/Sister Cities day.
Burgermeister Kempel addressed attendees.
2. 100th Anniversary of the Columbia Woman's Club
Mayor Hill read a proclamation and recognized the Columbia Woman's Club on their 100th Anniversary.
3. Community Planning Month
Mayor Hill proclaimed October 2022 to be Community Planning Month.
E. Public Input
Jeff Leuty addressed the Council regarding an email he previously sent. Mr. Leuty asked the Council to consider allowing low speed vehicles within the City.
F. Comments & Announcements - Mayor
Mayor Hill encouraged the community to engage in the Comprehensive Plan online surveys. Regular Meeting - September 19, 2022 Page 1 of 5
Mayor Hill expressed condolences to the Sergeant Hopkins on the recent passing of retired K-9 Daggo.
Mayor Hill encouraged the Council to review the red line version of the Municipal Code for upcoming consideration.
G. Comments & Announcements - Aldermen
There were no Alderman Comments and Announcements.
H. Comments & Announcements - Department Directors
City Administrato r Doug Brimm updated the Council on the September 8th meeting with the IEPA Bureau of Water. Mr. Brimm explained the City is still waiting on the official findings of the IEPA Bureau of Land and IEPA Bureau of Water. However, the City is planning on moving forward with the 2022 leaf collection program as previously presented.

City Administrator Brimm read the Consent Agenda.
1. Motion to Approve Minutes of the September 6, 2022 Regular City Council Meeting as amended
2. Motion to Approve Closed Session Minutes of the September 6, 2022 Regular City Council Meeting
3. Motion to Approve Payment of Vouchers for the Period of September 2, 2022 through September 15, 2022, Totaling $324,055.02
4. Motion to Approve Special Event for Columbia Sons of the American Legion Veterans Honor-Que Fund raiser (November 4-6, 2022)
Mr. Brimm noted the Consent Agenda was amended and corrections were made to the September 6, 2022 Regular City Council Meeting minutes regarding incorrect motions.
Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to approve the Consent Agenda as amended.

J. Unfinished Business
1. Approval of a Significant Industrial User Agreement Permitting Discharge of Wastewater to the City of Columbia, Illinois Sewer Collection System and Treatment Plant (Crown Linen Service, Inc. - 322 Industrial Drive)
Mr. Brimm explained this agreement was presented to the Council at the January 18, 2022 Council meeting. Since then, Crown Linen engaged a consultant to review the agreement and did not request any modifications.

It was moved by Alderman Martens, and seconded by Alderman Riddle, approve a Significant Industrial User Agreement Permitting Discharge of Wastewater to the City of Columbia, Illinois Sewer Collection System and Treatment Plant (Crown Linen Service, Inc. - 322 Industrial Drive)

2. Discussion of a Special Use Permit Application to Allow a Recreational Sports Complex on Property Zoned CP Commercial Park District Located in the 400 Block of DD Road
Applicant, Jason Glover, addressed the questions and concerns the September 6, 2022 Council meeting discussion brought forth.
After a brief discussion, Mr. Brimm explained the Council has two options: direct staff to draft an ordinance with conditions felt appropriate by the Council or refer the application back to Plan Commission.
Mr. Glover explained he could present the Special Use Permit Application back to the Plan Commission. However, none of his application would have changes.

It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to direct staff to prepare an ordinance granting a Special Use Permit to Allow a Recreational Sports Complex on Property Zoned CP Commercial Park District Located in the 400 Block of DD Road
