City of Pinckneyville City Council met Sept. 26.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Commissioner Stotlar announced item #3 on his agenda would be tabled until a later meeting. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, Fire Chief Jim Gielow, Economic Development Coordinator Carrie Gilliam. The Pledge of Allegiance was led by Commissioner Stotlar.

PREVIOUS MINUTES

Commissioner Hicks made a motion to approve the minutes of the September 12, 2022, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending August 2022 was $8,045,568.31 up from last year, and unrestricted balance total was $2,054,336.67 also up from last year. He also noted the State of Illinois had transferred funds out of the Police Pension Fund Account into a fund that will be managed by the State of Illinois. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Cicardi informed the public of the Perry County Ag Society’s Demo Derby Saturday, October 1st at 6 p.m. They will be celebrating 50 years.

Commissioner Hicks informed the public the Girls and Boys Junior High State Tournament will be in town Saturday, October 1st, Tuesday, October 4th, and Thursday, October 6th. There will be 16 schools coming to town.

Mayor Spencer gave the following construction updates:

· Demolition began last Thursday on the Courtside and Hammack buildings and should be completed by next week. He stated three street lights will then be restored.

· The sidewalk along State Route 13/154 should be complete by the end of next week.

· The Mayor had a sit-down meeting with the Governor and Lt. Governor to update them on the City of Pinckneyville infrastructure and the need for funding because it is the original infrastructure. He also updated them on the Pinckneyville City Lake, work on the dam and spillway, and the fact there is no emergency water supply for the City and the Mayor is looking into alternatives. Mayor Spencer discussed a grant for the Grandstand at the City Park, and they gave him several alternatives for funding. He noted there are very few grants being issued South of Effingham. He thanked them for assisting with the Highway 127 Realignment Project around the courthouse and for adding it into the Rebuild Illinois Funding.

OSLAD GRANT PROGRAM RESOLUTION OF AUTHORIZATION FOR MUNICIPAL SWIMMING POOL UPGRADE PROJECT

Commissioner Cicardi requested approval of an OSLAD Grant Program Resolution of Authorization for the Municipal Swimming Pool Upgrade Project. He stated the City is certifying and acknowledging they have sufficient funds for this matching grant. Mayor Spencer asked the amount of the grant. Commissioner Cicardi stated it would be for $400,000 with the City matching $200,000. He stated the upgrade project would be for upgrading the bathrooms including a roof over the bathrooms, upgrade walls with new wood, concrete around the pool, upgrade the pumphouse. Mayor Spencer stated the application would require him to indicate which accounts the City funds would come from. Commissioner Cicardi stated he would use funds from the water, sewer, and gas accounts. He also stated he hopes to raise at least $100,000 in donations. Commissioner Cicardi made a motion to approve the OSLAD Grant Program Resolution of Authorization for the Municipal Swimming Pool Upgrade Project. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

BRAND ELECTRIC ESIMATE TO UPDATE ELECTRICAL PANEL ON CITY PARKING LOT

Commissioner Cicardi requested approval of an estimate from Brand Electric to update the electrical panel to the pole on the City parking lot across from the fire station, next to Place Insurance, at a total cost of $3,248.04. Commissioner Cicardi stated this will help with Mardi Gras and other events held on that lot. Commissioner Cicardi made a motion to approve the estimate, which was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TRICK-OR-TREAT DATE SET

Commissioner Hicks notified the public the City Council has set the date for Trick-or-Treat night in Pinckneyville for Monday, October 31, 2022, from 6:00 p.m. to 9:00 p.m. for houses with porch lights on.

ST. BRUNO SCHOOL REQUEST TO CLOSE N. SULLIVAN ST. FOR TRUCK-N-TREAT

Commissioner Hicks stated St. Bruno School has requested to close North Sullivan Street in front of the Parish Center Friday, October 28, 2022, from 4:00 p.m. to 6:30 p.m. for their Trunk-N-Treat event. Angie Bruns, representing St. Bruno School, was present and stated they will use the school barricades. Commissioner Hicks made a motion to approve the request. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

AMERICAN THRESHERMAN ASSOCIATION INC. REQUEST TO CLOSE BALLPARK ROAD DURING 2022 OCTOBER SHOW

Commissioner Hicks stated the American Thresherman Association, Inc., has requested to close Ballpark Road during the 2022 October Show, closing it Wednesday, October 12, 2022, and reopening it on Monday, October 17, 2022. Commissioner Hicks made the motion to approve the request, which was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TWISTED VINE REQUEST TO USE OLD HOSPITAL LOT OCTOBER 29, 2022

Economic Development Coordinator Carrie Gilliam stated Lauren Moore was unavailable to attend the meeting. Commissioner Hicks stated the request was tabled until a later meeting.

APPROVAL OF ANNUAL FLU/PNEUMONIA VACCINES FOR ALL CITY EMPLOYEES

Commissioner Stotlar made a motion to approve annual flu/pneumonia vaccines for all City employees. The City’s vaccine clinic is to be held October 3, 2022, from 9 a.m. to 4 p.m. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

FISCAL YEAR 2022 AUDIT

Commissioner Stotlar recognized Sarah Kary of Rice Sullivan, LLC to present the Fiscal Year 2022 audit report. Ms. Kary noted the audit went well and there were no deficiencies with the audit again this year. She stated most accounts were within budget, except for Police and Library. She stated there was a 38% increase in government cash funds, and that revenue and expenses were down 5%. Business funds decreased 4%, with revenue decreasing 3% and expenses increasing 11%. She thanked the staff for their cooperation in the audit process. Commissioner Stotlar commended the City Clerk, her office staff, and Pat Kattenbraker for their good work and made a motion to place on file the City of Pinckneyville’s 2022 audit report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

AARON HAWK REQUESTS FOLLOW-UP ON PRIOR MEETING DISCUSSION

Commissioner Stotlar stated this would be tabled until a later meeting.

RESOLUTION NO. R-2022-39 TO ACCEPT A BID PROPOSAL FROM HAGENE EXCAVATING, LLC, FOR DEMOLITION SERVICES

Mayor Spencer presented Resolution No. R-2022-39, a resolution placed on file at the September 12, 2022, regular council meeting, to accept a bid proposal from Hagene Excavating, LLC, for demolition services. Commissioner Hicks made a motion to approve Resolution No. R-2022-39. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-40 TO ENTER INTO AN AGREEMENT FOR SUPERVISORY SERVICES WITH KELSEY PERADOTTA

Mayor Spencer presented Resolution No. R-2022-40, a resolution placed on file at the September 12, 2022, regular council meeting, to enter into an agreement for supervisory services with Kelsey Peradotta. Commissioner Stotlar made a motion to approve Resolution No. R-2022-40. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Stotlar, and Mayor Spencer voted YEA. NAYS: None. ABSTAINED: Commissioner Peradotta. Motion declared carried.

RESOLUTION NO. R-2022-41 TO ENTER INTO AN AGREEMENT FOR CUSTODIAL SERVICES WITH NOAH S. HEPP

Mayor Spencer presented Resolution No. R-2022-41, a resolution placed on file at the September 12, 2022, regular council meeting, to enter into an agreement for custodial services at the Community Center with Noah S. Hepp. Commissioner Peradotta made a motion to approve Resolution No. R-2022-41. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL OF ESTIMATE FROM HAGENE EXCAVATING, LLC, TO CLEAN OUT DITCH, RESHAPE AND HAUL DIRT OFF IN OXBOW

Mayor Spencer requested approval of an estimate from Hagene Excavating, LLC, to clean out ditch, reshape and haul dirt off in Oxbow at a total cost of $7,000.00. Commissioner Peradotta made a motion, seconded by Commissioner Stotlar to approve the request. On roll call: Commissioners Cicardi, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: Commissioner Hicks. Motion declared carried.
