Village of Hecker Board of Trustees met Sept. 13.

Here are the minutes provided by the board:

President Charles Kujawski called the regular Board Meeting to order. After reciting the Pledge of Allegiance, the following members answered roll call: Charles Kujawski, Jim Mueth, Aaron Eckart, Arnold Eckart, Douglas Van Buren, Gary Wittenauer, Wade Harrelson, Lori Amann and Annette Schreder. Absent was Rich Happel.

After correcting a quote from Liefer Excavating, Arnie Eckart made a motion seconded by James Mueth to approve the August 9, 2022 Regular Board Minutes. Voting all ayes, motion carried.

President Kujawski thanked Basic Industries for their many years operating their business in the Village of Hecker. President Kujawski and Board Member Aaron Eckart presented Rick Hottenrott, Roger Hottenrott and Diane Hottenrott with a framed Certificate of Appreciation.

Treasurer Lori Amann mentioned that the FSH bill was not in yet and a transfer from the Water Depreciation Fund will be needed to pay the IEPA bill for the Mapleleaf Waterline. Douglas Van Buren made a motion seconded by Gary Wittenauer to approve the treasurer’s report and pay all bills submitted for the month of September. Voting all ayes, motion carried.

Mayor’s Report: Mayor Kujawski spoke on Power Aggregation and what it will mean for the Village of Hecker and possibly lowering the electric rates. Residents will have the option to opt out of the program.

Gary Wittenauer made a motion seconded by James Mueth to move forward and draft a resolution approving the Power Aggregation for the Village of Hecker. Mayor Kujawski will be attending the upcoming IML Convention September 15-18, 2022. Mayor Kujawski also gave an update on the Main Street Grant that was submitted by the Village. The Village did not get the Grant. The Village needed to register in the GATA portal before submitting the grant, but did not know this at the time.

Committee Reports:

Police: A meeting with the Sheriff is still in the works.

Water & Sewer: Water tower and sewer plant both received some lightning damage and a claim has been filed with the Insurance Co. Flushing of the hydrants will be done sometime this month.

Streets: Street oiling was completed on September 9, 2022. Aaron Eckart thanked City of Red Bud for street sweeping before the oiling.

Zoning: There was an under aged person driving a golf cart.

Zoning Administrator can write up non-traffic ordinance violations. The County Sheriff’s office writes up other violations.

Discussion was held again of parking campers in the street.

Discussion was also held on whether or not chickens are allowed in the Village.

Hill Monument sent a proof on the monument for the Quasquicentennial Memorial. It will need to be redone.

Unfinished Business: Questions were raised again about what the legality is of people driving their UTV in from the country into the Village.

Quotes on repairing a portion of East Washington Street were discussed. Moore Asphalt submitted a bid of $12,600.00 and Liefer Excavating submitted a bid of $10,059.88. Discussion was held on the bids and even though Moore Asphalt’s bid was higher, they may be more qualified to do the repair work.

James Mueth made a motion seconded by Gary Wittenauer to accept the bid from Moore Asphalt for $12,600.00. Voting all ayes, motion carried.

President Kujawski handed out a bid from American Legal Publishing to put the Village’s Code book online where it would be accessible to the public. The initial cost would be $1500.00 and then $495.00 to maintain it.

Arnold Eckart made a motion seconded by James Mueth to accept the bid from American Legal Publishing. Voting all ayes, motion carried.

Gary Wittenauer made a motion seconded by Aaron Eckart to adjourn the meeting. Voting all ayes, motion carried.

The next Village Board Meeting will be on October 11, 2022.
