City of Waterloo Street Committee met Sept. 6.

Here are the minutes provided by the committee:

Officials Present- J. Hopkins, M. Buettner, S. Notheisen, R. Row, J. Trantham, K. Buettner, C. Heller, T. Birk, N. Krebel, S. Darter and M. Childres.

Petitions by Citizens on Non-Agenda Items - None

DISCUSSION ON REPLACING NON-CONFORMING SIDEWALKS IN THE DOWNTOWN AREA – N. Krebel explained the cross-slope measurements he conducted of sidewalks in the downtown area and passed out maps of the area which showed the cross slopes. It was noted that the intersection of 3rd and Church Streets is scheduled for replacement in 2023. This is for ADA compliance and is in our long-range plan to bring our intersection cross walks into compliance with ADA rules. Of particular concern was the area on the map which N. Krebel passed out (colored in red) which had sidewalks with more than a 5% grade. This area of concern is on West Mill Street between Main Street and Church Street and continues South along Church Street. C. Heller asked T. Birk what the rough estimate would be to address the red areas of the map to which Birk replied "probably a couple hundred thousand”. Discussion followed among the committee members about sidewalk grades and how best to achieve compliance in these areas. K. Buettner suggested getting estimates for the work including engineering fees for the worst grade areas so we know how much to allot for the work in the next budget beginning May of 2023. T. Birk advised he will put some estimates together for the committee but it's hard to lock in any costs with this project being several months down the road into 2023. S. Notheisen made a motion to move forward with the W. Mill Street sidewalk replacement as soon as feasible in the new budget year after approval by the city council. 2nd by K. Buettner with unanimous vote by the committee to accept.

James and Jered Gallagher addressed the committee with their concerns that the rehabbed Gallagher's Restaurant on W. Mill Street will be reopening with substandard sidewalks in front of it. They were advised that the sidewalk issue will not be addressed until the new budget is in effect in May 2023.

COMMENTS - K. Buettner advised that a citizen expressed her concerns that there was no sidewalk on Illinois Avenue from Rt. 3 going West. Discussion followed by committee.

J. Hopkins stated that he was concerned about the appearance of the two-tone coloration of Main Street in the uptown area and would like to see it solid black again. T. Birk recommended the committee consider milling the roadway and resurface it since it would be more cost effective.

Motion to adjourn the meeting by K. Buettner, 2nd S. Notheisen with committee unanimous at 6:35 p.m.
