City of Chester City Council met Oct. 3.

I. CALL TO ORDER
The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

City Clerk:
The city clerk presented two applications for raffle licenses for the Chester Eagles Club #3252. Alderman Dudenbostel moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Platt seconded the motion. Cemetery & Finance Committee (Chairman Platt):
The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit, and to include payment to Bert’s Auto Service in the amount of $60.00 (fiscal year total, $1,838.45). Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Buckham, Hill, Platt, Maes. Nays: None. Absent: Aldermen Homan, Allison. Motion carried.
Chairman Platt moved to approve the September report of the Evergreen Cemetery Clerk as presented. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Rader, Buckham, Hill, Platt, Maes. Nays: None. Absent: Aldermen Homan, Allison. Motion carried.
Chairman Platt presented Pay Estimate #4 payable to Korte & Luitjohan Contractors, Inc. for Water Treatment Plant Improvements – Phase 1 for $114,621.30. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Rader, Buckham, Hill, Platt, Maes. Nays: None. Absent: Aldermen Allison, Homan. Motion carried.
Chairman Platt moved to approve Invoice #21386 payable to J.T. Blankinship, Inc. for engineering for Water Treatment Plant Phase 1 for $26,332.00. Alderman Rader seconded the motion. Chairman Platt presented Pay Estimate #2 payable to Haier Plumbing & Heating, Inc. for High Service Pump Rehabilitation for $54,533.37. Alderman Rader seconded the motion. Chairman Platt moved to approve Invoice #21387 payable to J.T. Blankinship, Inc. for engineering for the Water Treatment Plant Finished Water Line Relocation for $9,385.50. Chief Helmers advised the department responded to 390 calls for service in September.

Police Department – Vacancy:
Alderman Hill moved to ratify the city council’s action and declare a vacancy exists in the police department. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Buckham, Hill, Platt, Rader, Maes. Nays: None. Absent: Aldermen Homan, Allison. Motion carried.
Officer Laura Martinez was sworn into office by the city clerk.
Police Department – Squad Cars:
Alderman Hill moved to waive formal competitive bidding and approve the purchase of two Dodge Chargers from Thomas Dodge for $71,030.00 and an additional $16,998.50 to fully equip the new squad cars. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Buckham, Hill, Platt, Rader, Maes. Nays: None. Absent: Aldermen Homan, Allison. Mayor Page voted in the affirmative. Motion carried.
Riverview Blvd. – Utility and Roadway Improvements:
City Engineer Harold Sheffer presented an estimate for a total street replacement and utility replacement on Riverview Blvd. The Streets & Alleys Committee met and recommended the city council use Rebuild Illinois Funds to complete this project. Alderman Maes moved to proceed with design and the formal bidding process for the Riverview Blvd. Utility and Roadway Improvement Project. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Buckham, Hill, Platt, Rader, Maes. Nays: None. Absent: Aldermen Homan, Allison. Motion carried.
Knollwood Estates – Vacating an Easement:
Alderman Hill moved to send this item to committee and open the floor for discussion. City Attorney Kerkhover advised Dr. Liefer requested the city vacate an easement for utilities across his property to allow an addition to be added to his home. Mayor Page tabled this item.
Trick or Treat:
Alderman Dudenbostel moved to set the date for Trick or Treat on October 31st from 5 p.m. to 8 p.m. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Buckham, Hill, Platt, Maes. Nays: None. Absent: Aldermen Homan, Allison. Motion carried.
