Village of Hecker Board of Trustees met Oct. 11.

Here are the minutes provided by the board:

In absence of President Charles Kujawski, board Trustee Arnold Eckart called the regular Board Meeting to order. After reciting the Pledge of Allegiance, the following members answered roll call: Rich Happel, Jim Mueth, Aaron Eckart, Arnold Eckart, Gary Wittenauer, Wade Harrelson, Lori Amann and Annette Schreder. Charles Kujawski and Douglas Van Buren were absent.

James Mueth made a motion seconded by Aaron Eckart to approve the September 13, 2022 Regular Board Minutes. Voting all ayes, motion carried.

Rich Happel made a motion seconded by James Mueth to approve the treasurer’s report and pay all bills submitted for the month of October. Voting all ayes, motion carried.

Mayor’s Report: President Kujawski left notes that he had recently attended the IML Convention in Chicago. He reported that there were many good learning sessions, but some were repetitive. He also stated that you could tell it was gubernatorial election year!

Kay Clemens was present to tell the board about Domestic Violence Month and to read and present the Board with a Proclamation of October 2022 being Domestic Violence Awareness Month. Kay also asked for permission to put purple ribbons around light poles and other various places in remembrance of Domestic Violence.

Committee Reports:

Cemetery: A section of the cemetery that use to be farm ground has been re-seeded. Streets: Aaron Eckart reported that Moore Asphalt will complete work on East Washington Street in the next couple of weeks. They are also replacing and putting in asphalt by the firehouse. An area on

Griffin Street is also being fixed.

Zoning: Wade Harrelson stated that he would like to be in the meeting with the Sheriff when it is scheduled to discuss zoning and ordinances issues. He also inquired about tree limbs hanging over the street on 2nd Street.

Wade Harrelson spoke on the Ordinance Revising the Animals Chapter. Two different versions were handed out to the Board to look over and decide which would be the best one for the Village. Some Highlights are: Chickens are allowed but no roosters, can have up to 6 chickens, there will be a $25.00 registration fee and if anyone is found in violation just once of the Ordinance, they will need to discontinue having the animals. Gary Wittenauer made a motion seconded by James Mueth to approve Ordinance 22-08 Revising the Animals Chapter in the Ordinance Book. A roll call vote was taken:

Voting 5 yes and 1 absent, motion carried.

The Board was also given an Ordinance to look over concerning Electric Supply for the Village. If passed, this will appear on the ballot in February and it will allow Hecker to shop for electric rates for Hecker.

Aaron Eckart made a motion seconded by Gary Wittenauer to approve Ordinance 22-09 Providing for the Submission to the Electors of the Village of Hecker, Monroe and St. Clair Counties, Illionois, the Question whether the Village of Hecker Should Have the Authority to Arrange for the Supply of Electricity for Residential and Small Commercial

Retail Customers of the Village Who Have not Opted Out of Such Program. A roll call vote was taken:

Aaron Eckart—yes       Gary Wittenauer—yes

Voting all 5 yes and 1 absent, motion carried.

Also information given to the Board was a Resolution to enter into an agreement with Good Energy for consulting services including contracting with a supplier for electricity for the Village

Gary Wittenauer made a motion seconded by Rich Happel to Resolution 02-2022 Authorizing the Approval of the Agreement to Purchase Electricity for Village-Owned Accounts and Authorizing the Village of Hecker to enter into an agreement with Good Energy for the purchase of electricity for the village at a cost of $0.10045 for a period of 36 months. A roll call vote was taken:

Voting 5 yes and 1 absent, motion carried.

Miscellaneous Business: The Halloween Kick –Off Party will be on October 31, 2022 at the Hecker Community Center beginning at 4:30 p.m. $800.00 in donations has already been collected.

Gary Wittenauer made a motion seconded by James Mueth to adjourn the meeting. Voting all ayes, motion carried.
