Chester Community Unit School District 139 Board of Education met Oct. 19.

Here are the minutes provided by the board:

The Board of Education of Chester Community Unit School District No. 139 held a Regular Meeting in High School FACS Classroom B217. Vice-President Debi Caraway called the meeting to order at 6:00 p.m.

Belton motioned, Mott seconded to enter into executive session at 6:05 p.m. for the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body. Roll call vote. Ayes: Belton, Caraway, Davitz, Fricke, Malley, Mott. Nays: none. Motion carried.

Davitz motioned, Malley seconded to return to open session at 7:25 p.m. Roll call vote. Ayes: Belton, Caraway, Davitz, Fricke, Malley, Mott. Nays: none. Motion carried.

● Laura Brockmeyer - follow up on obtaining her signature stamp after the meeting.

Fricke motioned, Mott seconded to approve the consent agenda and items as listed. Roll call vote. Ayes: Belton, Mott, Davitz, Fricke, Malley, Caraway. Nays: none. Motion carried.

● Agenda and items as listed:

● September 15, 2022 regular meeting and executive session minutes;

● September 29, 2022 special meeting and executive session minutes;

● October 5, 2022 special meeting and executive session minutes;

● Bills in the amount of $1,157,841.09 and payroll in the amount of $508,401.93;

● Financial reports;

● Approval of contracts over $25,000;

● Approval of teacher and administrative salaries.

High School Athletic Director’s Report

● Varsity football will play their final game on Saturday, October 22nd against Pearl City/Eastland at Tremont High School.

● Varsity Volleyball will host the IHSA Class 2 Regionals next week. Chester plays DuQuoin on Monday, October 24th.

● Boys Golf team advanced to sectionals in Effingham by finishing 3rd in their regional tournament.

● Aubrie Medford and Camryn Luthy advanced as individuals to the golf sectional in Salem.

● Girls basketball practice can officially begin Monday, October 31st. Boys basketball can officially begin practice on Monday, November 7th.

● Boys and girls basketball sports drink night will be Saturday, November 12th.

● Dance team will host their annual Chicken Dinner at the Chester Eagles on Sunday, November 6th from 11:00-2:00.

Grade School Athletic Director’s Report

● Cross Country, Baseball, and Softball seasons are over. Pictures were October 13th and uniforms were collected. Awards nights are being planned by coaches.

● Boys basketball tryouts were successful. A total of 23 boys, 6th-8th grade.

● Open gym has started for 5th-6th graders.

● Girls basketball tryouts were successful. A total of 23 girls, 6th-8th grade.

● 8 girls on the cheer roster this year.

● Attending an Athletic Director conference next week..

Maintenance Report

● Fencing company was at the Grade School to repair the fence and gates. They will be back at another time to finish.

● Jarvis electric has started on the lighting upgrade

● Painting doors and handrails at the High School.

● Getting ready to overseed the football field for winter.

● Contacted A & W to replace the glycol in the High School boiler room.

● Called to have a compressor fixed that has gone bad in the DIAKIN unit.

Grade School Principal’s Report

● Ms. Bierman is in charge of the book fair taking place this week.

● Teachers Bi-County Institute was held on Oct. 7th in Waterloo. The focus was Social Emotional Learning.

● Mrs. Stephanie Jany and the 4th grade team raised $1,600 for victims of hurricane Ian.

● The 1st quarter ended Oct. 14th.

● Mr. Blechle, Mrs. Briggs and Mr. Grafton participated in “Dunk a Dignitary” at the Fall Festival Oct. 15th.

● Student Council is hosting a Halloween Dance on Friday, Oct. 28th for 7th and 8th grade students.

● Parent teacher conferences are scheduled for Thursday and Friday, Oct. 20th & 21st.

● On Oct. 20th, Comwell Youth Prevention Coordinator, Dennis Trask will have a drug awareness presentation called “In Plain Site”.

● Jr Jacket Power Hour tutoring will begin in the 2nd quarter.

● Fire drills are being performed and various classes will be taking field trips to the firehouse for fire prevention week.

High School Principal’s Report

● Fire drills are being performed and focusing on areas we could improve on.

● Thank you to the Environmental Club and several other volunteers for freshening and cleaning up different areas of the landscaping.

● Student council held an eventful and very successful Homecoming week.

● Mrs. Durbin organized “You’ve Been Booed” which was a fun teacher morale booster.

● Over 70 parents and guardians attended the first annual Open House on Oct. 4th.

● Juniors took the PSAT/NMSQT on Oct. 12th.

● First pep rally was held prior to the football conference championship game against Red Bud.

● Parent teacher conferences are Oct. 20th and 21st.

Superintendent’s Report

● Added cameras and logos to the activity bus.

● Basketball courts are open again with new security cameras.

● Attended the IASA Conference in Springfield.

● Completed the grant for an Early Childhood Center.

● Environmental Services completed the 3 yr asbestos report.

● Teachers attended Bi-County

● Administration completed Title IX training.

The board conducted the second reading of board policy updates 5:220, 5:330 and 6:330.

Mott motioned, Belton seconded to approve the Dance Team Annual Chicken Dinner Fundraiser as presented in the Athletic Director Report. Upon roll call all members voted aye. Motion carried.

Fricke motioned, Davitz seconded to approve Sports Drink Night as presented in the Athletic Director Report. Upon roll call all members voted aye. Motion carried.

Fricke motioned, Belton seconded to approve Sonitrol key fobs for access to Grade School entry way in the amount of $24,671.62. Roll call vote. Ayes: Mott, Belton, Davitz, Fricke, Malley, Caraway. Nays: none. Motion carried.

Fricke motioned, Malley seconded to approve a 3 year contract with GoGuardian License to monitor student computer activity in the amount of $35,562.50. Roll call vote. Ayes: Mott, Belton, Davitz, Fricke, Malley, Caraway. Nays: none. Motion carried.

Mott motioned, Davitz seconded to approve contract with Bushue Human Resources for one year, with an option to renew after one year, in the amount of $7,320.00. Roll call vote. Ayes: Mott, Belton, Davitz, Fricke, Malley, Caraway. Nays: none. Motion carried.

Mott motioned, Davitz seconded to approve the project of Grade School Roof and HVAC Replacement for the School Maintenance Project Grant match of $50,000.00 Roll call vote. Ayes: Mott, Belton, Davitz, Fricke, Malley, Caraway. Nays: none. Motion carried.

Fricke motioned, Malley seconded to approve to appoint Matt Davitz as a new District Treasurer. Roll call vote: Mott, Belton, Fricke, Malley, Caraway. Abstain: Davitz. Nays: none. Motion carried.

Fricke motioned, Mott seconded to approve to employ Bill Grafton as Grade School Principal for the 2023-2024 school year. Roll call vote. Ayes: Mott, Belton, Davitz, Fricke, Malley, Caraway. Nays: none. Motion carried.

Fricke motioned, Mott seconded to approve to employ Jakob Cushman as Freshman Boys Basketball Coach for the 2022-2023 school year. Roll call vote. Ayes: Mott, Belton, Davitz, Fricke, Malley, Caraway. Nays: none. Motion carried.

Davitz motioned, Belton seconded to approve to employ Katelyn Shinabargar as Grade School Assistant Volleyball Coach for the 2022-2023 school year. Roll call vote. Ayes: Mott, Belton, Davitz, Fricke, Malley, Caraway. Nays: none. Motion carried.

Davitz motioned, Mott seconded to approve Katelyn Shinabargar as Grade School Girls Basketball Volunteer for the 2022-2023 school year. Upon roll call all members voted aye. Motion carried.

Motion by Davitz and seconded by Mott to adjourn the meeting at 8:20 p.m. Upon roll call, all members voted aye. Motion carried.
