City of Red Bud Economic Development Commission met Oct. 26.

1. Call to Order
The meeting was called to order by Mike Rheinecker at 6 p.m.
2. Chris Martin from Randolph County provided the following highlights:
• The county is working on a new employment portal. Steps will include:
1. Contact employers and city officials
2. Promoting jobs in various job sectors
3. Promote shovel ready sites / buildings that are ready
4. Promote synergies
5. Attract employees and families to the county
• The county is also working on a project that is in the wings.
• Ad proof for Expansion Solutions Magazine will be sent to Pam on Thursday morning.
• Pierre Menard Home is currently undergoing renovations
• Tourism efforts are ongoing
• Modoc Ferry – the boat is down with mechanical problems, but water is too low to operate anyway. They do plan to continue ferry services once repairs are complete.
• Working with Corp. of Engineers for use of board to bring people to the area.
• Estimated $20,000 available for industrial/retail loans
3. Review of Minutes from Meeting on June 22, 2022

4. Financial Reports
Pam Poetker reviewed the basic details of the financial reports which were provided in the meeting packet.
5. East and South Industrial Park Signage
A committee of three members was designated to research a variety of options for signs including style, design, materials, lighting options, etc. Committee will be comprised of: Cole Stenzel, Warren Frank, and Orvel Cox.
6. East Industrial Park Expansion
Jeff Mueller reported that the city is currently working with Volkert and IDOT regarding turn lanes and site triangles. The state is currently using a 2.5% growth factor which is a statewide number. Use of that number results in the need for a lefthand turn lane by the 3rd phase of the development. Once the report is approved, the Intersection Design Study will be completed. The turn lane requirement will be reviewed in the future once we experience some development of the park.
Site triangles require a certain line of sight for a designated distance. An approximate 20 ft. strip of property will have to go to IDOT to meet the requirements.
7. Property Tax Abatement Program
Chairman Mike Rheinecker indicated two changes that he would like to see made to the program.
• The maximum length of the rebate to go from 10 years down to 5 years
• The maximum project cost to go from $3,000,000 down to $1,000,000
Motion made by Cole Stenzel, seconded by Tom Heizer to approve the changes to the Property Tax Abatement Program. Motion carried.
8. MCEDC Grant Award
Cole Stenzel reported that the Monroe County Economic Development Corporation was successful in obtaining a $75,000 grant to do some long-range strategic planning which will include work for Monroe County, Dupo, and Red Bud. The idea will be to bring in strategic plans from communities and feed them into an overall plan for the region. The grant award was just announced, so they are working to get an agreement in place with the State of Illinois so work on the project can begin. More information will be forthcoming.
