City of Red Bud Finance Committee met Nov. 21.

Others Absent: City Clerk Joanne Cowell, Code Administrator Jeff Mueller Pledge of Allegiance
Acting Mayor Harbaugh called the meeting to order at 6:01 P.M.
Old Business
1. Guebert Farm Lease – Draft Ordinance and Authorization for Mayor to Sign Lease Rusty and Randy Guebert on the lease as partners. Updated signed copy included in the packet. $150 per acre for 47 tillable acres plus an additional 3 acres in the Voges Trust for a total of 50 acres - $7,500 annually. Jim Guebert is farming the cemetery property so we will need a separate lease for that.
Motion made by Nevois, seconded by Rheinecker to approve the farm lease as written and for the City Attorney to proceed with drafting an ordinance pertaining to that. Motion carried.
New Business
1. Approval of Prior Month’s Meeting Minutes – October 17, 2022
Recommendation made by Nevois, seconded by Hanebutt, to approve the minutes from the October 21, 2022, meeting. Motion carried.
2. Maturing CDs and Investment Information
None
3. Financial Dashboard
Copy of report provided in the packet. We are at the 6-month mark and percentages are pretty good.
4. Holiday Gift Certificates
Motion made by Hanebutt, seconded by Rheinecker, to approve the gift certificates as provided in the packet for $3760.00.
Hanebutt inquired with Chief Brittingham to ensure his list of employees was correct. Brittingham indicated that he and Liz reviewed it. Hanebutt mentioned concern about the amount for Nicholas Rinehart. It needs to be increase by $40.00
Amended motion made by Hanebutt, seconded by Rheinecker to approve the gift certificates list as corrected NTE $3800.00. Motion carried.
5. Economic Development
a. Property Tax Abatement Program
Motion made by Rheinecker, seconded by Hanebutt, to update the Property Tax Abatement Program to include lowering maximum abatement length to 5 years and lowing project amount to $1,000,000 from $3,000,000. Motion carried.
b. Monroe County Economic Development Corporation
Meeting was held with Edie Koch from Monroe County. Red Bud has been invited to become a member of the Monroe County Economic Development Corporation.
We are currently paying dues to the Randolph County Progress Committee for economic development services so this would be in separate from that. There is more information available on their website. We were also included in the RISE grant application and were successful in obtaining funds for long range planning. Project is regional and includes Dupo and Red Bud. They are also considering changes to the name of the organization as they take more of a regional approach to their efforts.
6. Tax Levy Ordinance No. 1502
Motion made by Nevois, seconded by Hanebutt to approve Ordinance No. 1502. Motion carried. IV. Public Comments/Anything for the Good of the City
