City of Waterloo City Council met Dec. 5.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 11-21-22. Motion made by Alderman Darter and seconded by Alderman Heller to approve the City Council Meeting Minutes from 11-21-22. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins, and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. No report.

B. Report of Treasurer. No report.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Director of Public Works. No report.

E. Report of Chief of Police.

1. Presentation of the Annual Police Pension Report by Mr. Keith Brinkmann.

Mr. Keith Brinkmann, CPA with Scheffel Boyle, reported that the Police pension is in good shape, and the actuary study is completed.

F. Report of City Attorney. No report.

G. Report and Communication by Mayor.

1. Good Neighbor Award presented to Chuck Green.

8. Report of Standing Committees. No report.

9. Report of Special Committees. No report.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Ordinance No. 1865 Amending the Official Zoning Map of the City of Waterloo, IL for Property Located at 500 Walnut Street, 502 Walnut Street and 502-Rear Walnut Street, from R-3 Single Family Residential to I-1 Light Industrial. Motion made by Alderman Row and seconded by Alderman Hopkins to approve Ordinance No. 1865 Amending the Official Zoning Map of the City of Waterloo, IL for Property Located at 500 Walnut Street, 502 Walnut Street and 502-Rear Walnut Street, from R-3 Single Family Residential to I-1 Light Industrial.

Motion passed unanimously with Aldermen Row, Heller, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

12. Miscellaneous Business.

A. Consideration and Action on Warrant No. 620.

Motion made by Alderman Darter and seconded by Alderman Matt Buettner to approve Warrant No. 620.

Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on Full-Page Ad to be placed in the 2023 Visitor’s Guide in the amount of $2,200.00 (discounted 60% with membership and advertising bundle) to be paid out of the Hotel / Motel Tax Fund.

Motion made by Alderman Heller and seconded by Alderman Kyle Buettner on approving a Full-Page Ad to be placed in the 2023 Visitor’s Guide in the amount of $2,200.00 (discounted 60% with membership and advertising bundle) to be paid out of the Hotel / Motel Tax Fund.

Motion passed unanimously with Aldermen Heller, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

C. Consideration and Action on a Petition for a Special Use Permit from Matthew Schweizer for a Private Greenhouse to be located at 610 Paula Drive in an R-5 Residential Zoned District as Provided for by the City of Waterloo Revised Code of Ordinances, Section 40-4-10.

Motion made by Alderman Darter and seconded by Alderman Row on approval for a Special Use Permit from Matthew Schweizer for a Private Greenhouse to be located at 610 Paula Drive in an R-5 Residential Zoned District as Provided for by the City of Waterloo Revised Code of Ordinances, Section 40-4-10.

Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins and Trantham voting ‘yea’.

D. Consideration and Action on Executive Session for the Discussion of Personnel as Provided for by 5 ILCS 120/2(c)(1).

Motion to move into Executive Session made by Alderman Kyle Buettner and seconded by Alderman Darter.

Motion passed unanimously to enter into Executive Session with Aldermen Kyle Buettner, Row, Heller, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.

Entered into Executive Session at 7:39 p.m.

Adjourned Executive Session at 8:01 p.m.

Motion to Resume Session made by Alderman Heller and seconded by Alderman Kyle Buettner.

Motion passed with a unanimous voice vote.

Returned to regular session at 8:03 p.m.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Heller commented on the following events:

∙ Sister Cities Semi-Annual Board Meeting will be held on December 13 at the Waterloo County Club and not at City Hall as indicated on the Community Calendar. ∙ On December 7, 2022, Veterans at Cedarhurst, Garden Place and Oak Hill will be receiving a zip up sweatshirt from The American Legion. A total of 53 sweatshirts will be presented to veterans for Christmas.

14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with a unanimous voice vote. Mayor Smith adjourned the meeting at 8:05 p.m.
