Monroe County Board of County Commissioners met March 20.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. by Chairman Dennis M. Knobloch.

The meeting opened with the Pledge of Allegiance.

Chairman Dennis M. Knobloch, Commissioner George Green and Commissioner Vicki Koerber were present.

Others present included Deputy County Clerk Mia VanZandt, Sheila Wetzler, State’s Attorney Ryan Webb, Kermit Constantine with the Waterloo Republic-Times, Oak Hill Administrator Shari Kruep, Treasurer Kevin Koenigstein, County Engineer Aaron Metzger, Pat Kelly, Jim Crowe and County Clerk Jonathan McLean.

Gibault High School Coach Dennis Rueter and the Gibault Hawks Boys Basketball Team appeared before the Board. Chairman Knobloch presented them with an official resolution congratulating them on their victorious season, culminating in the IHSA Class 1A State Championship. Said resolution also designated the week of March 20, 2023 through March 25, 2023 as Gibault Catholic High School Boys Basketball Week in Monroe County.

There were no public comments.

Commissioner Koerber made a motion to approve the following County bills and payroll for payment. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve the open and closed meeting minutes from March 6, 2023. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve the application for use of the courtyard and bandstand for the Waterloo Chamber of Commerce on June 11, July 9, August 13 and September 10, 2023, for their monthly concert series. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Natalie Kawalec of CASA of Southwestern IL appeared before the Board to request permission to place pinwheels on the Courthouse grounds for the month of April, which is National Child Abuse Prevention Month. Commissioner Koerber made a motion to approve. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Shari Kruep came before the Board to present the Oak Hill Care Center report.

Commissioner Koerber made a motion to approve a resolution for the renewal of a promissory note and line of credit agreement between State Bank and Monroe Randolph Transit District. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-23

Kevin Koenigstein appeared with the FY 2023 quarterly financial report. Commissioner Green made a motion to approve the report. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve the resolution for the 2023 MFT Maintenance Asphalt Materials Deliver and Install Contract Award to Illini Road Oil, LLC. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-24

Commissioner Koerber made a motion to approve the resolution for the 2023 MFT Maintenance Asphalt Materials Deliver and Install Contract Award to Illiana Construction Company. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-25

Commissioner Green made a motion to approve the resolution for 2023 MFT Maintenance Asphalt Material Delivered to the County Garage for Storage. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-26

Commissioner Green made a motion to approve the resolution for the DCEO Grant Scope and Budget Modification and Extension Request. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-27

Commissioner Koerber made a motion to go into closed session to discuss litigation. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-28

Meeting was closed at 9:15 a.m.

Commissioner Koerber made a motion to come out of closed session. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-29

Meeting reopened at 9:35 a.m.

There being no further business, Commissioner Koerber made a motion to adjourn. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.
