The City Council of Red Bud, Randolph County, Illinois met on Monday, April 3, 2023, at 6:00 P.M. at Red Bud City Hall, City Council Chambers.

Authorization of approval of a check request to the Community Foundation of Red Bud in the amount of $640, representing a contribution of $20 in the name of each volunteer serving on the Economic Development Commission, Planning Commission and the Parks and Recreation Committee

Approval of authorization to send Steve Mertz and Clint Crafton to training entitled “2023 Gas Pipeline Safety Conference for Small Operators” in Mt. Vernon, IL, on July 25-26, 2023, with a registration fee of $175/each; lodging, meals, and transportation are required

1. Authorization to Hire Laborer

Motion made by Council Member Guebert, seconded by Council Member Rheinecker, to authorize approval to hire Grant Cowell as part-time laborer at the rate of $13.99 per hour, pending physical and drug testing results. 2. Proposal from Korte Luitjohan for WWTP

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval to accept the bid from Korte & Luitjohan Contractor for cleaning and repairs at the wastewater treatment plant, NTE $19,000. 1. United for Life Activities at Four-Way Stop Sidewalks

Motion made by Council Member Schwartzkopf, seconded by Council Member Hanebutt, to authorize approval of the request from the United for Life Group to occupy the sidewalks around the four-way stop on April 1, May 6, June 3, July 1, August 5, September 9, and October 7. The vote was as follows: Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye. Motion carried.

2. Red Bud Lions request to Collect at Four-Way Stop – October 13 & 14

Motion made by Council Member Schwartzkopf, seconded by Council Member Piel, to authorize approval of the request from the Red Bud Lions to collect at the four-way stop on Friday, October 13, 2023 (2-6 P.M.) and Saturday, October 14, 2023 (8 A.M.-Noon). The vote was as follows: Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye. Motion carried.

G. Executive Session Minutes Review Committee – Meeting March 20, 2023 Nothing to Report.

H. Planning Commission – Meeting March 21, 2023

1. Hess Drive Through Hearing Ordinance No. 1514

The proposed drive-through is subject to IDOT approval, is one lane, one way, will enter from Red Bud Street, will exit west only, onto East Market Street, will have handicap sidewalks and will be at no cost to the city.

Motion made by Council Member Piel, seconded by Council Member Hanebutt, to authorize approval of Ordinance No. 1514: “AN ORDINANCE GRANTING A SPECIAL USE PERMIT UNDER TITLE XVII, CHAPTER 173 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021” pertaining to RTR Hess Company, LLC drive-through. The vote was as follows: Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye. Motion carried.

2. Zoning Code Use Table Ordinance No. 1515

It was noted that by state law cannabis businesses can be denied, but sexual entertainment business cannot be denied.

Motion made by Council Member Piel, seconded by Council Member Rheinecker, to authorize approval of Ordinance No. 1515: “AN ORDINANCE AMENDING TITLE XVII, CHAPTER 173, OF THE CITY OF RED BUD CODE OF ORDINANCES 2021 PERTAINING TO ZONING CODE AND USE TABLE REVISIONS.” The vote was as follows: Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.

1. Special Reservation Request from Bova for May 20, 2023

Motion made by Council Member Donjon, seconded by Council Member Piel, to authorize approval of the special request from Elizabeth Bova to have a 56’ inflatable obstacle course at Ratz Park #3 on May 20, 2023, providing proof of insurance.
