City of Columbia Committee of the Whole met April 13.

Here are the minutes provided by the committee:

1. Call To Order

Chairman Niemietz called the Committee of the Whole committee meeting of the City Council of the City of Columbia, Illinois to order at 7:00 P.M.

Upon Roll Call, the following members were:

Present: Committee Members - Chairman Niemietz and Aldermen Huch, Holtkamp, Martens, Riddle, Garmer, Khoury, and Lawlor. Mayor Hill was also present.

Absent: None.

Quorum present.

Administrative Staff Present: City Administrator Doug Brimm, Finance Director/Treasurer Linda Sharp, Director of Community Development Scott Dunakey,

Director of Public Works Mike Sander, Assistant Director of Public Works Doug Stinemetz, Chief of Police Jason Donjon, Deputy Chief of Police Karla Heine, and EMS Chief Kim Lamprecht.

2. Pledge of Allegiance

Those in attendance recited the Pledge of Allegiance.

3. Public Input

There was no Public Input.

4. Discussion of Fiscal Year 2024 Budget

Mr. Brimm began the discussion of Fiscal Year 2024 Budget.

The following was reviewed for the General Fund broken out by department:

Administration

• 2% increase

• $507,000 transfer to the Ambulance Fund

Police

• 3.03% enforcement fund decrease

• 16.8% dispatch operations increase

• Two vacancies in telecommunicators - estimating highest amount for insurance coverage

Department of Public Works

• Street Department 2.22% decrease

• 94% vehicle fuel fund increase

• Increasing vehicle repair fund from $20,000 to $40,000 Community Development

• Overall 9% decrease - Comprehensive Plan will be concluded

Ambulance Fund

• 8.18% increase

• Increase in fuel and vehicle maintenance

• $158,000 in equipment upgrades: two sets of bunker gear, ZOLL Defibrillator batteries, and replacing two radios with batteries

There was a brief discussion regarding the Municipal Code update.

Mr. Brimm briefly reviewed the Park Fund, Park Improvement Fund , Motor Fuel Tax (MFT) Fund , the Garbage Fund, the Library Fund , the Capital Development Fund, the Tourism Fund , and the Tax Increment Financing (TIF) Fund.

Mr. Brimm presented the following highlights on the Water/Sewer Operations Fund:

• 90% available water fund balance at the end of FY24

• Water expenditures are decreasing by 5.48%

• Water and sewer rates will be increase 5%

• Sewer plant needs replaced by 2035

• Creating a reserve fund for any infrastructure needs

Ms. Sharp did a quick overview of the 2015 and 2019 bond issues.

Mr. Brimm reminded the Council the Budget Hearing will be held April 24, 2023 at 6:45 pm before the Regular City Council meeting where the FY24 Budget will be presented for consideration.

There were no Other Items to be Considered or Discussed .

6. Adjournment

Motion:

It was moved by Alderman Martens and seconded by Alderman Khoury to adjourn the Committee of the Whole committee meeting of the City Council of the City of Columbia, Illinois held Thursday, April 13, 2023 at 7:26 P.M. Upon Roll Call vote, Chairman Niemietz and Aldermen Huch, Holtkamp, Martens, Riddle, Garmer, and Khoury voted aye. Motion Carried.
