Monroe County Board of County Commissioners met April 17.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 9:00 a.m. by Chairman Dennis M. Knobloch.

The meeting opened with the Pledge of Allegiance.

Chairman Dennis M. Knobloch, Commissioner George Green and Commissioner Vicki Koerber were present.

Others present included County Clerk Jon McLean, Sheila Wetzler, State’s Attorney Ryan Webb, Sidney Horn, Ed McLean, Oak Hill Administrator Shari Kruep, Casey Carnahan and Zoning Administrator Chris Voelker.

There were no public comments.

Commissioner Green made a motion to approve the County bills and payroll for payment. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

The approval of meeting minutes was tabled.

Commissioner Green made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve the application for use of the courtyard/bandstand for Firebird Fest LLC for their 3rd Annual Firebird Fest Experience, with the exception that no bathrooms will be used. Second by Commissioner Green. All voting Aye. None Nay. None Absent Motion carried.

Commissioner Koerber made a motion to reappoint Kelly R. Foster and Daniel G. Lutz to the Waterloo Community Fire Protection District for a term of three years with term to commence on May 1, 2023 and term to expire on April 30, 2026 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-35

Commissioner Koerber made a motion to reappoint Scott A. Harres and Brent D. Freeland to the Columbia Fire Protection District for a term of three years with term to commence on May 1, 2023 and term to expire on April 30, 2026 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-36

Commissioner Koerber made a motion to reappoint Vince Siburt to the Valmeyer Fire Protection District for a term of three years with term to commence on May 1, 2023 and term to expire on April 30, 2026 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-37

Commissioner Koerber made a motion to appoint Brad S. Chandler to the Hecker Fire Protection District, replacing Dale Papenberg who has resigned, for a term of three years with term to commence on May 1, 2023 and term to expire on April 30, 2026 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-38

Commissioner Koerber made a motion to reappoint Paul Minton to the Maeystown Fire Protection District for a term of three years with term to commence on May 1, 2023 and term to expire on April 30, 2026 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-39

Commissioner Koerber made a motion to reappoint Gary Leber to the Farmland Assessment Review Committee for a term of three years with term to commence on May 1, 2023 and term to expire on April 30, 2026 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-40

Shari Kruep appeared to present the Oak Hill care center report.

Commissioner Green made a motion to approve the Federal Participation Agreement and Appropriation for the Floraville Road Resurfacing Project. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-41

Commissioner Green made a motion to approve an ordinance for the Rezoning of Parcel No. 11-07-200- 005 (pt) from Agricultural (A-2) to Highway Business (B-2). Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Ordinance #23-2

The report from Carl Wuertz of the status on the current tax cycle was tabled.

Commissioner Koerber made a motion to approve going into executive session to discuss litigation. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-42

Meeting was closed at 9:36 a.m.

Commissioner Koerber made a motion to come out of closed session. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-43

Meeting reopened at 11:00 a.m.

There being no further business, Commissioner Koerber made a motion to adjourn. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.
