City of Pinckneyville City Council met April 24.

Here are the minutes provided by the council:

ROLL CALL 

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Fire Chief Jim Gielow, and Economic Development Coordinator Carrie Gilliam. The Pledge of Allegiance was led by Commissioner Hicks. 

PREVIOUS MINUTES 

Commissioner Hicks made a motion to approve the minutes of the April 10, 2023, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

TREASURER’S REPORT 

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending March 2023 was $10,409,713.21 up from last year, and unrestricted balance total was $2,204,570.52 also up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

ACCOUNTS PAYABLE 

Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

CORRESPONDENCE 

None 

JAMES DENNY REQUESTS DISCUSSION REGARDING THE USE OF NEW SOCCER COMPLEX 

Commissioner Cicardi noted Mr. Denny was not present at the meeting for this discussion, so the item was tabled.

APPROVE QUOTE FROM USDI TO RELOCATE GAS MAIN ON EAST WATER STREET 

Commissioner Cicardi requested approval of a quote from USDI to relocate a gas main on East Water Street at a total cost of $5,040.00. He stated this is to move the gas main for construction purposes. Commissioner Cicardi made a motion to approve the quote. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

RESOLUTION NO. R-2023-20 AUTHORIZING AND APPROVING AN AMENDMENT TO NATURAL GAS ALL-RIGHTS SALES AGREEMENT WITH THE INTERSTATE MUNICIPAL GAS AGENCY 

Commissioner Cicardi introduced Resolution No. R-2023-20, a resolution to be placed on file, authorizing and approving an Amendment to Natural Gas All-Rights Sales Agreement with the Interstate Municipal Gas Agency. He stated he attended a meeting in Springfield in March where this was addressed that IMGA has not raised their rates since 1990, and are only increasing 2 center per dekatherm, which should cost the City approximately $3,500.00 more per year. Commissioner Cicardi PAGE 2 – 04-24-23 MEETING MINUTES made a motion to place on file Resolution No. R-2023-20. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

ACCEPT RESIGNATION FROM THOMAS GARNER FROM PARK MAINTENANCE SERVICE AGREEMENT AS OF MAY 31, 2023 

Commissioner Cicardi made a motion accept the resignation from Thomas Garner as Park Maintenance Service Agreement as of May 31, 2023. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

PURELY PINCKNEYVILLE REQUESTS USE OF OLD HOSPITAL GROUNDS FOR KIDS’ ACTIVITY ON AUGUST 5, 2023 

Commissioner Hicks presented a request from Purely Pinckneyville for the use of the old hospital grounds for kids’ activity day on August 5, 2023. Tara Conner was present for Purely Pinckneyville and stated this is a day for special needs kids to have a fun activity day. Commissioner Hicks made a motion to approve the request which was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

APPROVE PROPOSAL FROM SENTINEL EMERGENCY SOLUTIONS TO REPLACE FIRE HOSE 

Commissioner Hicks requested approval of a proposal from Sentinel Emergency Solutions to replace fire hose that failed testing at a cost of $4,263.14 plus shipping. Commissioner Hicks made a motion to approve the proposal. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

RESOLUTION NO. R-2023-19 TO ACCEPT A BID PROPOSAL FROM RED DOT CONSTRUCTION & EQUIPMENT RENTAL, INC. TO FURNISH LABOR AND MATERIALS AND TO APPROVE THE AWARD OF A CONTRACT TO COMPLETE ROADWAY IMPROVEMENTS AT THE INTERSECTION OF IOWA STREET AND ILLINOIS STATE ROUTE 13 

Commissioner Peradotta presented Resolution No. R-2023-19, a resolution placed on file at the April 10, 2023, regular council meeting, to accept a bid proposal from Red Dot Construction & Equipment Rental, Inc. to furnish labor and materials and to approve the award of a contract to complete roadway improvements at the intersection of Iowa Street and Illinois State Route 13. Commissioner Peradotta made a motion to approve Resolution No. R-2023-19. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

ORDINANCE NO. O-2023-05 APPROVING THE ESTIMATE OF REVENUES FOR THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS FOR THE FISCAL YEAR ENDING APRIL 30, 2024 

Commissioner Stotlar presented Ordinance No. O-2023-05, an ordinance placed on file at the April 10, 2023, regular council meeting, approving the estimate of revenues for the City of Pinckneyville, Perry County, Illinois for the fiscal year ending April 30, 2024. Commissioner Stotlar made a motion to approve Ordinance No. O-2023-05. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

ORDINANCE NO. O-2023-06 TO ADOPT THE ANNUAL BUDGET FOR THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS FOR THE FISCAL YEAR ENDING APRIL 30, 2024 

Commissioner Stotlar presented Ordinance No. O-2023-06, an ordinance placed on file at the April 10, 2024, regular council meeting, to adopt the annual budget for the City of Pinckneyville, Perry County, Illinois for the fiscal year ending April 30, 2024. Commissioner Stotlar made a motion to approve Ordinance No. O-2023-06. The motion was seconded by  Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

ORDINANCE NO. O-2023-04 TO ENTER INTO A SALES AGREEMENT FOR PURCHASE OF REAL ESTATE LOCATED AT 202 SOUTH WALNUT STREET AND 204 SOUTH WALNUT STREET, PINCKNEYVILLE, ILLINOIS 

Mayor Spencer introduced Ordinance No. O-2023-04, an ordinance to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a sales agreement for purchase of real estate located at 202 South Walnut Street and 204 South Walnut Street, Pinckneyville, Illinois. Commissioner Stotlar made a motion to place on file Ordinance No. O-2023-04. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: Commissioners Cicardi and Hicks. Motion declared carried. 

RESOLUTION NO. R-2023-18 TO ENTER INTO A LEASE OF OFFICE SPACE LOCATED IN THE PINCKNEYVILLE COMMUNITY CENTER TO PERRY COUNTY HEALTH DEPARTMENT 

Mayor Spencer presented Resolution No. R-2023-18, a resolution placed on file at the April 10, 2023, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a lease of office space located in the Pinckneyville Community Center to the Perry County Health Department. Commissioner Hicks made a motion to approve Resolution No. R-2023-18. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

PUBLIC COMMENT 

Jeff Egbert of the Pinckneyville Press – Du Quoin Weekly stated State Representative David Friess had posted last week that the property obtained by the City on South Walnut Street across from City Hall is being prepared for two to three buildings to be built on the site. He questioned Mayor Spencer about the project. Mayor Spencer stated the City is currently researching different alternatives with an engineer and architect of whether to build two or three buildings that will be suitable to that location. 

ADJOURNMENT TO EXECUTIVE SESSION 

Motion by Commissioner Peradotta, seconded by Commissioner Hicks to move the meeting to Executive Session at 6:14 p.m. for the discussion of: Section 2 (c) (5) Purchase or lease of real property for the use of the public body, Section 2 (c) (6) Setting of a price for the sale or lease of property owned by the public body, and Section 2 (c) (11) Litigation, pending or probable. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

RETURN TO REGULAR MEETING 

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to return to the regular meeting at 6:50 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried. 

ADJOURNMENT 

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:51 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
