Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois

Held Monday, April 24, 2023 in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Huch, Holtkamp, Martens, Riddle, Khoury, and Lawlor.

Absent: Aldermen Niemietz and Garmer.

Quorum present.

City Clerk Hitzemann read the Consent Agenda .

1. Motion to Approve Minutes of the April 3, 2023 Regular City Council Meeting

2. Motion to Approve Closed Session Minutes of the April 3, 2023 Regular City Council Meeting

3. Motion to Approve Minutes of the April 13, 2023 Committee of the Whole Meeting

4. Motion to Approve Payment of Vouchers for the Period of March 30, 2023 through April 18, 2023 totaling $522,204.46

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

It was moved by Alderman Khoury, and seconded by Alderman Huch, to approve the Consent Agenda as read

J. Unfinished Business

1. Ordinance No. 3637 Amending Title 18 of the City of Columbia, Illinois Municipal Code to Enact the Fees and Charges to be Assessed for City Services and Business Licenses in the City for the City's Fiscal Year Commencing May 1, 2023 and Until Said Title 18 of the City's Municipal Code is Again Amended by Ordinance of the City Enacted to Change Said Fees and Charges

Mr. Brimm reviewed the following Fiscal Year 2024 fee increases:

• 10% Water and Sewer rates increase

• 5.5% Water and Sewer Connection fees increase

• 50% Leaf and Limb Service fees increase

• 25% Zoning Actions application fees increase

• 5% Emergency Medical Services fees increase

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Huch, to pass and approve Ordinance No. 3637, an Ordinance Amending Title 18 of the City of Columbia, Illinois Municipal Code to Enact the Fees and Charges to be Assessed for City Services and Business Licenses in the City for the City's Fiscal Year Commencing May 1, 2023 and Until Said Title 18 of the City's Municipal Code is Again Amended by Ordinance of the City Enacted to Change Said Fees and Charges

Motion Passed.

Motion: It was moved by Alderman Martens, and seconded by Alderman Huch, to pass and approve Ordinance No. 3639, an Ordinance Establishing the Salary/Remuneration of Appointed City Officers and Employees of the City of Columbia, Illinois for the Fiscal Year of the City Commencing May 1, 2023 and Ending April 30, 2024

Motion: It was moved by Alderman Lawlor, and seconded by Alderman Khoury, to pass and approve Ordinance No. 3640, an Ordinance Amending Ordinance No. 3609 Which Established the Budget of the City of Columbia, Illinois for its Fiscal Year Commencing May 1, 2022 and Ending April 30, 2023

Motion Passed .

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Riddle, to pass and approve Ordinance No. 3642, an Ordinance Renewing an Existing Franchise Agreement with Ameren Illinois for the Maintenance and Operation of an Electric Utility System in the City of Columbia, Illinois

K. New Business

1. Ordinance No. 3643 Repealing and Replacing Ordinance No. 3636 which Established Solar Energy System Regulations for the City of Columbia

Mr. Dunakey reviewed two situations that were not fully considered in drafting the new regulations and are not appropriately regulated . Mr. Dunakey stated Staff is seeking to remedy these situations before an application must be considered .

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Holtkamp, to pass and approve Ordinance No. 3643, an Ordinance Repealing and Replacing Ordinance No. 3636 which Established Solar Energy System Regulations for the City of Columbia

Motion Passed .

2. Discussion of Architectural Review Application for the Dieterich Bank Building at 218 North Main Street

Mr. Dunakey explained the applicant, Mid America Contracting, is seeking authorization to use EIFS in combination with brick, stone, and glass on the front of the building. Mr. Dunakey stated the request was presented to the Plan Commission on April 10, 2023.

The Plan Commission recommended approval excluding the existing brick parapet wall, thereby allowing EIFS only on the newly constructed wall behind the bank sign.

N. Adjournment

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Huch, to adjourn the Regular City Council meeting held Monday, April 24, 2023 at 7:37 PM.
