Perry County Board of Commissioners met May 4.

A regular meeting of the Perry County Board of Commissioners convened at 5:00 p.m. on Thursday, May 4th, 2023 at the Perry County Government Building, Pinckneyville, IL.62274
OPENING
Chairman Bruce morgenstern called the meeting to order at 5:00 p.m. The Pledge of Allegiance to the Flag of the United States of America was recited by those in attendance.
County Clerk Robert Kelly called the roll. The following members answered the call of the roll Commissioner Folden, Commissioner Martin and Chairman Morgenstern were present.
The following department heads were also present: State’s Attorney Dave Searby, Jeff Ashauer, Jodi Koester, Chad Howard, and others Pete Spitler Pinckneyville Press, and Travis Lott CJ.
APPROVAL OF AGENDA
Chairman Morgenstern - Before we approve the agenda, does anyone want to be added to Public Comments? Chairman Morgenstern then called for approval of the meeting agenda.
Commissioner Martin made the motion Commissioner Folden second the motion seconded the motion. On voice vote, the motion was approved.
APPROVAL OF MINUTES
Chairman Morgenstern asked for the approval of the Board of Commissioners meeting minutes of the April 20th, 2023 regular meeting. Chairman Morgenstern called for corrections. There were none. Commissioner Folden made the motion Commissioner Martin second the motion all in favor 3 Ayes
New & Unfinished Business:
Ordinances:
1. Ordinance: -- # 2023 – 07 To Establish and Implement a Budget Stabilization Fund Commissioner Folden said that we have been working on strategic financial planning for a couple of months, and this one piece of that we have been drawing to of establishing this budget stabilization fund, just to condense this we have 2.5 million marked to use as a type of crisis or catastrophic event we might have. And further more in case the county has any changes with the state not paying or decreasing our PPRT monies that 9,000,000.00 dollars that we receive from the state this year so anything like this happening we do not have to do a tax anticipation warrant against or tax monies we can dip into these funds to keep this from happening and also the treasure has done a great job finding us an account to put these monies into an account that gets a 3% return on our monies on interest that will gain a little revenue while the money is sitting in that account. David Searby also said to the fact that they have talking about doing this since 2000 but had no way to get there. Chairman Morgenstern asked if it was still a majority vote in which commissioner Folden said that we went to a two third vote and States attorney David Searby said that they had spelled out the only way they it could be spent on certain things, so that it was not spent foolishly, so hopefully that it would prevent any foolish spending of theses funds.
Commissioner Folden made the motion Commissioner Martin second the motion on roll call both Commissioner Folden and Commissioner Martin voted Yes and Chairman Morgenstern Abstained on the Vote.
Resolutions:
1. Resolution: -- To rescind Resolution 2019 R 59 Declaration of Financial. Emergency. Chairman Morgenstern said that he wanted to thank past commissioners Bobby Kelly, Jim Epplin, Dallas Bigham, Jodi Koester and David Searby for all their efforts of getting the county back in the black. Commissioner Martin made the motion Commissioner Folden second the motion on roll call 3 Ayes.
Public Comments:
PAYMENT OF CLAIMS
Board members examined claims presented for payment.
Commissioner Folden moved to approve the payment of bills. Commissioner Martin seconded the motion. On roll call 3 Ayes.
ADJOURNMENT OF COUNTY BOARD MEETING
There being no further business to come before the Board, the Chairman said he would entertain a motion to adjourn. Commissioner Martin made the motion Commissioner Folden second the motion all in favor 3 Ayes Meeting adjourned time 5:24 P.M.
