City of Red Bud Personnel Committee met May 15.

Here are the minutes provided by the committee:

Committee Members Present: Jeremy DeMond, Alan Piel, Kyle Donjon, Curt Guebert Committee Members Absent: Mike Rheinecker

Council Members Present: Ben Schwartzkopf, Bill Hanebutt, Rodney Nevois

Others Present: Mayor Susan Harbaugh, City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Admin. Assist. Pam Poetker

Others Absent: City Clerk Joanne Cowell

Committee Chairman DeMond called the meeting to order at 6:19 P.M.

Old Business

I. Zoning Administrator/City Engineer Job Title

Hanebutt stated that in the subdivision codes, it states that the city can duly appoint a city engineer, but there is no city engineer job title, therefore the council would be going against the city code of ordinances, if they were to change the job title. Hanebutt’s issue is that when a job title change for the administrative assistant was discussed, there was a lot of feedback from staff that this would be a new position and that the administrative assistant would have to reapply for that new position. Harbaugh suggested that there is a difference between an internal and an external engineer, and possibly a change to the ordinance is needed. Mueller said that when he was first hired, city engineer was all over the subdivision code, and he was given the job of rewriting the code. Superintendent Diewald, at the time, wanted “engineer” replaced with “superintendent” so that is what happened. Donjon said that if Mueller is doing the job and has been doing the job that referred to engineer, he thinks his job title should reflect this.

Recommendation made by Committee Member Piel, seconded by Committee Member Donjon, to approve appointing Jeff Mueller to both Code Administrator (((Clerk Note: Jeff Mueller was already appointed Code Administrator ((CC 32-68 (A)) on May 1, 2023))) and City Engineer. Carried

New Business

I. Approval of Prior Month’s Meeting Minutes – April 17, 2023

Recommendation made by Committee Member Piel , seconded by Committee Member Guebert, to approve the minutes from the April 17, 2023, meeting. Carried

II. Public Comments/Anything for the Good of the City

None

The meeting was adjourned at 6:26 P.M.
