City of Columbia City Council met June 5.

Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois Held Monday, June 05, 2023 in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM .

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, and Nobbe.

Absent: None.

Quorum present.

Administrative Staff present:

City Attorney Terry Bruckert

City Engineer Chris Smith

EMS Chief Kim Lamprecht

Chief of Police Jason Donjon

C. Pledge of Allegiance

City Administrator Douglas Brimm

Those in attendance recited the Pledge of Allegiance.

D. Proclamations /Recognitions /Presentations

1. Abby Venhaus

Mayor Hill recognized Abby Venhaus for winning Triple Jump at Illinois State 2A Track and Field.

2. Ethan Hogan

Mayor Hill recognized Ethan Hogan for winning 3200M run at Illinois State 2A Track and Field.

E. Public Input

Gerry Siekerka

Mr. Siekerka addressed the Council regarding the waste water treatment plant. He made suggestions on what the City could do to improve the facility which could result in cost savings.

F. Comments & Announcements - Mayor

Mayor Hill congratulated the Columbia High School Baseball team for finishing second in State.

Mayor Hill announced the fourth Coffee with the Community will be at Cafe on the Abbey on June 10, 2023.

Mayor Hill announced the first annual Backstoppers Car Show event will be June 10, 2023 on Main Street.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda.

1. Motion to Approve Minutes of the May 15, 2023 Regular City Council Meeting

2. Motion to Approve Closed Session Minutes of the May 15, 2023 Regular City Council Meeting

3. Motion to Approve Payment of Vouchers for the Period of May 12, 2023 through May 31, 2023 Totaling $354,875.92

4. Motion to Approve Statement of Funds for April 30, 2023

5. Motion to Approve Special Event Application - 2023 Songs 4 Soldiers Annual Benefit Concert (September 15-16, 2023)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Huch, to approve the Consent Agenda as read.

Motion Passed.

J. Unfinished Business

1. Resolution No. 2023-09 Approving a Special Event Park Use Agreement Between the City of Columbia and Songs 4 Soldiers NFP for the Organization's 2023 Annual Benefit Concert

City Administrator Brimm announced the agreement is the same as the previous year. Mr. Brimm reported minor changes have been made including updating Faith Lutheran Church to The Way Church.

Motion:

It was moved by Alderman Lawlor and seconded by Alderman Riddle, to pass and approve Resolution No. 2023-09, a Resolution Approving a Special Event Park Use Agreement Between the City of Columbia and Songs 4 Soldiers NFP for the Organization's 2023 Annual Benefit Concert

Motion Passed.

K. New Business

1. Discussion of Proposed Intergovernmental Agreement Between the City of Columbia and Columbia Community Unit School District #4 Providing for Certain Parking Improvements in Bolm-Schuhkraft Memorial Park

Mr. Brimm reviewed a proposal by CUSD#4 to expand parking spots located on the southwest side of Bolm-Schuhkraft Park. It is recommended a traffic study be completed during the summer and beginning of the school year.

A brief discussion was had regarding which party would be responsible for the maintenance, the traffic pattern if additional parking spots were added, if a sidewalk should also be considered, and the bequeath from the Schuhkraft family.

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session pursuant to 5 ILCS 120/2{c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body, 5 ILCS 120/2{c){2) Collective Bargaining, 5 ILCS 120/2(c)(S) Purchase or Lease of Real Property for Use of the Public Body, and 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion:

It was moved by Alderman Garmer, and seconded by Alderman Nobbe, to direct the Mayor to go into Closed Session at 7:27 PM pursuant 5 ILCS 120/2{c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body, 5 ILCS 120/2{c)(2) Collective Bargaining, 5 ILCS 120/2(c)(S) Purchase or Lease of Real Property for Use of the Public Body, and 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion Passed .

Mayor Hill called the Regular Session of the City Council back to order at 8:08 PM . Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, Nobbe, and Mayor Hill were present.

M. Announcements

Mayor Hill announced he would like to hold a workshop before a regular City Council meeting or a Committee of the Whole meeting to work toward the adoption of the recodified Municipal Code. It was the consensus of the Council to meet an hour before a regular City Council Meeting.

Mayor Hill announced he would entertain cancelling the July 3, 2023 City Council Meeting due to lack of quorum with the Independence Day holiday.

N. Adjournment

Motion:

It was moved by Alderman Riddle, and seconded by Alderman Holtkamp, to adjourn the Regular City Council meeting held Monday, June 05, 2023 at 8:13 PM.

Motion Passed.
