The City Council of Red Bud, Randolph County, Illinois met on Monday, June 5, 2023, at 6:00 P.M. at Red Bud City Hall, City Council Chambers.

Members Present: Mayor Susan Harbaugh, Curt Guebert, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois

Members Absent: Ben Schwartzkopf, Kyle Donjon, Alan Piel

B. Illinois Country Harvest – Autumn Planters (Finance)

D. Lion’s Club Request to Collect for Candy Day (Cultural)

Approval of authorization of the request from the Lion’s Club to collect at the 4-way stop on Friday (2-6 P.M.) and Saturday (Noon-6 P.M.), October 13 &14, 2023

E. Request from Chamber of Commerce for City Nights Series (Cultural)

Approval of authorization of the request from the Chamber of Commerce to present the first City Nights Event on June 15, 2023, at City Hall Park, and for the city to sponsor the event, at a cost of $500, and provide for the other requests listed in the e-mail dated May 11, 2023

Approval of authorization of request from the Chamber of Commerce to present the first BBQ/Craft Brew Fest Event at City Hall Park, on September 23, 2023, and provide for the other requests in the e-mail dated May 11, 2023

G. Request from Randolph County Humane Society to Collect at Four Way (Cultural)

Approval of authorization to accept the request from Randolph County Humane Society to collect at the 4-way stop on Friday, September 29, 2023 (2-6 P.M.) and Saturday, September 30, 2023 (8:00 A.M.-Noon).

H. Request from UltraSite/UltraPlay for Special Features at Ratz Park (Cultural)

1. Relay Replacement in Substation

Superintendent Eckart reported that there are some relays in substations that are bad, are obsolete and replacements are no longer available.

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval to purchase protection relays as proposed by VIPOWER Services, NTE $28,500. The vote was as follows: DeMond, aye; Nevois, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

1. Request from St. Peter UCC to Close Street on July 14, 2023

Motion made by Council Member Nevois, seconded by Council Member Guebert, to authorize approval of the request from St. Peter’s UCC to close Randolph Street alongside the church for VBS closing celebration (bounce houses) on July 14, 2023, around 4:00 P.M. The vote was as follows: Nevois, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye. Motion carried.

H. Planning Commission – Meeting May 16, 2023

1. UCC Church Reduced Set-Back Variance Ordinance No. 1523

Motion made by Council Member Rheinecker seconded by Council Member Hanebutt, to authorize approval of ORDINANCE NO. 1523: “AN ORDINANCE GRANTING A VARIANCE UNDER TITLE XVII CHAPTER 173 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021.” The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye. Motion carried.

2. UCC Special Use Permit Ordinance No. 1524

UCC request for an outdoor event center utilizing the northwest corner of their property

Motion made by Council Member Rheinecker seconded by Council Member Hanebutt, to authorize approval of ORDINANCE NO. 1524: “AN ORDINANCE GRANTING A SPECIAL USE PERMIT UNDER TITLE XVII CHAPTER 173 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021.” The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Guebert, aye. Mayor Harbaugh reminded everyone of the plan to move the July Council and Committee meetings back by one week, due to the July 4th holiday. The Council meeting will be July 10that 6:00 P.M. and the Committee meeting will be July 24th at 6:00 P.M. Notifications will be sent as required.
