City of Chester City Council met June 5.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, June 5, 2023, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Hill, Maes, Valleroy, Berry, Platt, Moore, Dudenbostel. Nays: None. Absent: None. Motion carried.

Alderman Maes moved to approve minutes of Executive Session held on May 16, 2023, as prepared by the city clerk. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Hill, Maes, Valleroy, Berry, Platt, Moore, Dudenbostel. Nays: None. Absent: None. Motion carried.

V. CORRESPONDENCE

• Tax Revenue Report for May, 2023 provided by City Clerk Berner

• Chester Chamber of Commerce Awards Night on June 16th at 5:30 p.m.

• Letter from Zenner on the recent network disruption

VI. REPORTS

Mayor:

Mayor Page advised Ames Construction has started clearing trees and moving dirt for the upcoming Chester Bridge Replacement Project.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit, and to include payment for Bert’s Auto Service in the amount of $266.06 (fiscal year total, $336.05). Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Maes, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Chairman Platt moved to approve the May report of the Evergreen Cemetery Clerk as presented. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Maes, Berry, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Chairman Platt presented Pay Estimate #12 payable to Korte & Luitjohan Contractors, Inc. for $6,651.33. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Maes, Berry, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Chairman Platt moved to approve Invoice #21215 payable to J.T. Blankinship, Inc. for engineering for Water Treatment Plant Phase 1. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Maes, Berry, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Gas, Water, Sewer Committee (Alderman Valleroy):

Chairman Valleroy presented a sewer bill ($77.77) of Beverly Laramore, 102 Paulette, for adjustment due to a water leak that did not infiltrate the sewer system. Chairman Valleroy’s motion to adjust the bill in the usual manner, was seconded by Alderman Platt. UPON ROLL CALL: Ayes: Aldermen Valleroy, Maes, Berry, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Park & Recreation Committee (Chairman Moore):

Chairman Moore advised a Fall Festival meeting is scheduled for next week. Chairman Moore plans to meet with Recreation Director Patti Carter next week.

Streets & Alleys Committee (Chairman Berry):

Chairman Berry advised an individual inquired about vacating an alley; however, the alley cannot be vacated by the city due to a sewer main placement. Secondly, City Engineer Sheffer and Chairman Berry will attend an IDOT workshop on June 21st on upcoming grant opportunities. After an inquire from Alderman Hill, Alderman Berry advised the street department is working on placing the one-sided parking signs.

VIII. DEPARTMENT HEADS

Chief of Police (Bobby Helmers):

Chief Helmers advised the department responded to 541 calls for service in May.

Appointment – Park & Recreation Committee:

Alderman Valleroy moved to approve the appointment of Heather McCartney as new member of the Park and Recreation Committee. Alderman Moore seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Maes, Berry, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Water Distribution – Utility Trailer:

Alderman Valleroy advised the Water Distribution Department needs a utility trailer to keep clamps, pumps and piping for water leaks. Water Distribution Superintendent Joe Clark presented three bids and recommended to purchase the trailer from Popular Bluff Trailer for $8,995.00. Superintendent Clark stated there will have to be some modifications done to the trailer. Alderman Hill moved to approve the purchase of a utility trailer from Popular Bluff Trailer plus the additional modifications to equip the trailer. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Hill, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Trane Technology – Investment Grade Audit:

Alderman Dudenbostel moved to approve the Letter of Commitment with Trane Technologies allowing them to complete an Investment Grade Audit and authorize the mayor to sign the agreement. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Hill, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Agreement between City of Chester, Illinois, and Illinois Fraternal Order of Police Labor Council, May 1, 2023, through April 30, 2027:

Alderman Dudenbostel moved to approve the agreement with the Fraternal Order or Police Labor Council. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Hill, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Project Manager:

Alderman Dudenbostel moved to ratify the appointment of Lorin Mott as Project Manager and authorize City Attorney to prepare the Ordinance. Alderman Hill moved to table this item until a job description is prepared. Attorney Coffey advised Alderman Dudenbostel made the first motion and asked if there was a second to Alderman Dudenbostel’s motion. Alderman Maes seconded Alderman Dudenbostel’s motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: Alderman Hill. Absent: None. Motion carried.

Salaries –City Employees:

Alderman Valleroy moved to approve salaries as set forth in the FY2024 listing received by council members during the Finance Meeting. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: Alderman Hill. Absent: None. Motion carried.

ORDINANCE #1796 – AN ORDINANCE FIXING THE SALARIES OF VARIOUS APPOINTED MUNICIPAL OFFICERS OF THE CITY OF CHESTER:

Alderman Dudenbostel moved to approve the Ordinance to set salaries of appointed officials of the city. Alderman Moore seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: Alderman Hill. Absent: None. Motion carried.

Adult Workers & Janitor:

Alderman Maes moved to increase the salaries of the adult workers and janitor by $1.00 per hour. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: Alderman Hill. Absent: None. Motion carried.

XII. ADJOURNMENT

At 6:16 p.m., Alderman Maes moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Platt, Berry, Hill, Moore, Maes, Dudenbostel, Valleroy, Buckham. Nays: None. Absent: None. Motion carried.
