The City Council of Red Bud, Randolph County, Illinois met on Monday, July 10, 2023, at 6:00 P.M. at Red Bud City Hall, City Council Chambers.

D. Public Works Committee - Meeting June 19, 2023

1. New Position in Water/Sewer Department

Superintendent Eckart reported on the new water/sewer department technician position and the change adding supervisory responsibilities to the Water/Wastewater Treatment Plant Operator Job Descriptions

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval to add a new position of Water/Wastewater Technician. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye. Motion carried.

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval to set the rate of pay for the new position of Water/Wastewater Technician to $24.28 per hour, the same rate as Support I. The vote was as follows: DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval to add a step increase of $0.50/hour to the pay scale, for anyone who obtains additional licensing. The vote was as follows: Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye. Motion carried.

Motion made by Council Member Guebert, seconded by Council Member Rheinecker, to authorize approval to update the Water and Wastewater Treatment Operators job descriptions, adding supervisory responsibilities to those positions. The vote was as follows: Donjon, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye Hanebutt, aye; DeMond, aye; Nevois, aye. Motion carried.

2. Authorization to Hire a Co-Op Student

Superintendent Eckart said that Byron Schlueter had approached him to work as a co-op student for the city. This would be a 7:00-10:00 A.M. position and he would be paid minimum wage. His age would restrict him from participating in some job duties and he would be covered by liability insurance. The city has previously participated in the RBHS’s co-op program.

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval to hire Byron Schlueter for the co-op student program at minimum wage, pending physical and drug testing. The vote was as follows: Schwartzkopf, aye; Guebert, aye; Rheinecker, aye Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye. Motion carried.

F. Cultural Committee - Meeting June 19, 2023

1. Request from Shriners - Collect at Four-Way Stop – August 25, 2023

Motion made by Council Member Schwartzkopf, seconded by Council Member Guebert, to authorize approval of the request from the Shriners to collect at the four way on Friday, August 25, 2023, from, 2:30-6:00 P.M. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye. Motion carried.

2. Request from First Pentecostal Church of Red Bud to Hand Out Free Donuts

Motion made by Council Member Schwartzkopf, seconded by Council Member Rheinecker, to authorize approval of the request from the First Pentecostal Church of Red Bud to distribute free donuts at the 4-way on Saturday, July 29, 2023, from 9:00- 11:00 A.M., “to bless our city and brighten people’s day.” The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye. Motion carried.

G. Executive Session Minutes Review Committee – No Meeting

H. Planning Commission – No Meeting

The next meeting will be July 25, 2023.

I. Economic Development Commission – No Meeting

The next meeting will be July 26, 2023, and Ed Weilbacher, KRPD, will be the guest speaker.

J. Recreational Facilities Committee – Meeting June 19, 2023

1. Purchase Trash Cans: Three (3) – Ratz Park and Two (2) – Sports Complex

Council Member Donjon said he checked, and the trash cans can be tapped down to the concrete so he will get with Superintendent Eckart to get a work order going.

Motion made by Council Member Donjon, seconded by Council Member Guebert, to authorize approval to purchase three trash cans for Ratz Park and two trash cans for the Sports Complex from Ultrasite, at a cost of $951.60/each. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye. Motion carried.

2. Replace Worn Grills with Family Grills at Ratz Park #4 (Ratz Anniv.)

Motion made by Council Member Donjon, seconded by Council Member Hanebutt, to authorize approval to purchase from Ultrasite, one grill for Ratz Park #4, at a cost of $426.40. The vote was as follows: DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

K. Parks and Recreation Committee – No Meeting

XI. New Business

A. Review of July Calendar

Mayor Harbaugh noted that the sirens will not be set off in July, because of the holiday; the Library Board will meet on July 13th; committee meetings on July 24th, Planning Commission on July 25th, and Economic Development on July 26th.

B. Other Comments

Council Member Hanebutt asked Chief Brittingham where he is on the LPRs. Brittingham said he is waiting on the sims card; two of the poles are here, the one for the car is not. The radar trailer should be in the end of July or the first part of August.

Mayor Harbaugh thanked the utility department for all the help they gave to the fireman with their picnic.
