Monroe County Board of County Commissioners met July 17.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 9:00 a.m. by Chairman Dennis M. Knobloch.

The meeting opened with the Pledge of Allegiance.

Chairman Dennis M. Knobloch, Commissioner George Green and Commissioner Vicki Koerber were present.

Others present included Deputy County Clerk Mia VanZandt, State’s Attorney Ryan Webb, Sheriff Neal Rohlfing, George Bieber, Pat Kelly, EMA Director Kevin Schiebe, Rachele Starr, Scott Woodsmall with the Republic-Times, Oak Hill Director of Nursing Mindy Hanna, Ambulance Director Carla Heise and Bruce Brinkman.

Chairman Knobloch asked for public comments. George Bieber requested a copy of the bills and had many questions about the agenda. Pat Kelly had complaints about the sound system, which Chairman Knobloch explained is still being worked on.

Commissioner Koerber made a motion to approve the following County bills and payroll for payment. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve minutes from the June 19 closed meeting and the July 3 open meeting. The June 19 open meeting minutes will be tabled until later. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Mindy Hanna presented the Oak Hill Care Center report.

Commissioner Koerber made a motion to approve a resolution authorizing Dennis Knobloch, Chair of the Board of Commissioners of Monroe County, IL, to execute the lease agreement with the State of Illinois with respect to the office space utilized by the State of Illinois, Office of Statewide Pretrial Services, and the Pre-Trial Officer so assigned. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-61

Commissioner Koerber made a motion to approve a resolution authorizing the Monroe County State’s Attorney to record the easement with respect to property located at 234 East Third Street, Waterloo, IL, Parcel #07-25-282-012, with Michael and Patricia McDonald, and their heirs and assigns, for the purpose of stormwater detention from 226 East Third Street, Waterloo, IL, Parcel #07-25-282-011 and shall be a permanent easement and run with the land. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-62

Carla Heise appeared to discuss ambulance business. She let the Board know they should be expecting a large credit from AT&T as a result of the Ambulance Department switching their phone plans last year. She also verified that we are going to make just one payment to Stryker and that she is not responsible for filling out financial paperwork beforehand. Chairman Knobloch concurred.

Bruce Brinkman came before the Board, representing the Monroe County Farm Bureau.

Commissioner Koerber made a motion to approve a resolution in support of Monroe County Agriculture, Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-63

Kevin Scheibe appeared to request a Proclamation of Disaster for the County of Monroe resulting from a severe thunderstorm event on June 30, 2023 in Northern Monroe County including the City of Columbia and surrounding area. This proclamation is effective from July 3, 2023 and shall expire at midnight on July 17, 2023. Commissioner Koerber made a motion to approve the proclamation. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Kevin also gave an update on the storm and informed us that the burn ban has been lifted. He is currently asking Governor Pritzker to amend the first Proclamation of Disaster to include Monroe County, which was not included for some reason.

Aaron Metzger presented the Highway Department’s mid-year semi-annual report, as well as miscellaneous items. Commissioner Green made a motion to approve the report. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to go into closed session for property acquisition, litigation and personnel. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-64

Meeting closed at 10:00 a.m.

Commissioner Koerber made a motion to come out of closed session. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-65

Meeting was reopened at 11:18 a.m.

Commissioner Green made a motion to adjourn. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Meeting adjourned at 11:18 a.m.
