City of Red Bud Finance Committee met July 24.

Here are the minutes provided by the committee:

Committee Members Present: Bill Hanebutt, Mike Rheinecker, Ben Schwartzkopf, Alan Piel

Committee Members Absent: Rodney Nevois

Council Members Present: Curt Guebert, Jeremy DeMond, Kyle Donjon

Others Present: Mayor Susan Harbaugh, City Attorney Richard Cooper, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, City Clerk Joanne Cowell

Others Absent: City Superintendent Josh Eckart, Admin. Assist. Pam Poetker

Mayor Harbaugh called the meeting to order at 6:00 P.M.

New Business

I. Approval of Prior Month’s Meeting Minutes – June 19, 2023 Recommendation made by Committee Member Piel, seconded by Committee Member Schwartzkopf, to approve the minutes from the June 19, 2023, meeting. Motion Carried.

II. CD Information

A. Maturing CDs

The next CDs are due in November and will be addressed at a future meeting.

III. Financial Dashboard

Mayor Harbaugh reviewed the financial summary. There are no concerns or questions through the first two months of the fiscal year. The real estate tax bills went out from the county, so we should see revenue from those in a couple of months.

IV. MRTD Go Local Program

Mark Beare, Community Relations Manager from Monroe Randolph Transit District presented information on their services to anyone in the community needing transportation. Currently a one-way fare is $6.00, regardless of destination. Mr. Beare presented a Go Local program, which would cut the one-way fare within the city limits to $3.00, promoting local shopping, medical care, etc. MRTD is requesting city sponsorship at $1.00/per capita or $3,800 per year, prorated for the first fiscal year. The cities of Sparta, Chester and Steeleville are already participating.

Recommendation made by Committee Member Rheinecker, seconded by Committee Member Hanebutt, to approve sponsorship of the MRTD Go Local program, with a sponsorship fee, NTE $3,800, for a period of one year. Motion Carried.

V. Farm Lease – Mark Guebert

Recommendation made by Committee Member Hanebutt, seconded by Committee Member Reinecker, to approve the “CASH FARM LEASE” (Dollar General-Hubbard Enterprises Donation to Lincoln Park) between the city and Mark Guebert for cash rent of $10.00/year. Motion Carried.

VI. East Industrial Park - Lot Pricing

Code Admin. Mueller said he and Committee Chairman Nevois had been discussing what lot prices should be for the East Industrial Park. He believes that the lots should be sold on buildable acreage. Committee Member Hanebutt said in the past it was calculated on what the city had invested. Mueller will get more details as to the city’s investment, what the market is bringing per acre, total buildable acres. Leave on agenda
