City of Chester City Council met Sept. 5.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Tuesday, September 5, 2023, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

Present: Alderman Alex Moore Alderman James Maes

Alderman Bob Buckham Alderman Danny Valleroy

Alderman Randy Dudenbostel Alderman Robert Platt

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Valleroy, Berry, Platt, Moore, Dudenbostel. Nays: None. Absent: Alderman Hill. Motion carried.

VI. REPORTS

Mayor:

Mayor Page reported construction on the new bridge will begin on September 6th and utility relocations will start on the Illinois side.

City Clerk:

The city clerk presented applications for raffle licenses for the Knights of Columbus (1), Friends of St. Mary Help of Christian Schools (1), Rebecca Young Memorial Scholarship Fund (1) and the Chester Stingers (2). Alderman Dudenbostel moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Valleroy, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Valleroy, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

Chairman Platt moved to approve the August report of the Evergreen Cemetery Clerk as presented. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Berry, Valleroy, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

Streets & Alleys Committee (Chairman Berry):

Chairman Berry advised the street department is having issues with residents mowing grass into the roadway. The yard debris is clogging up the storm drains. Chairman Berry advised throwing grass into a roadway is an Ordinance violation.

VIII. DEPARTMENT HEADS

Chief of Police (Bobby Helmers):

Chief Helmers advised the department responded to 429 calls for service in August.

Fire Department (Jerre Atchison):

Assistant Fire Chief Atchison advised the fire department responded to fifteen calls for service in August. Secondly, Assistant Chief Atchison stated the department is having trouble recruiting new firefighters.

Auxiliary Firefighter:

Alderman Dudenbostel moved to approve Conner Mott as an auxiliary firefighter. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Valleroy, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

Resolution – Fall Festival Parade:

Alderman Moore moved to pass a resolution to request approval from the Illinois Department of Transportation for temporary closure of Route 150 from its intersection with Stacey Street to Taylor Street for the purpose of diverting traffic on October 22, 2023 from approximately 1:00 p.m. until 4:00 p.m. for the fall festival parade. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Valleroy, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

Resolution – Christmas on River Parade:

Alderman Moore moved to pass a resolution to request approval from the Illinois Department of Transportation for temporary closure of Route 150 from its intersection with Stacey Street to Church Street for the purpose of diverting traffic on December 2, 2023 from approximately 5:30 p.m. until 6:30 p.m. for the Christmas on the River parade. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Valleroy, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried

Trick or Treat:

Alderman Dudenbostel moved to set trick or treat on October 31st from 5 p.m. to 8 p.m. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Valleroy, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

Employee – Insurance:

Council members were informed by the city clerk that Aetna proposed a 10.5% increase for renewal of employee health insurance – Employee only, $366.00/month; Employee plus spouse, $1,393.00/month; Employee plus child(ren), $1,161.00/month; and Family, $1,856.00/month. Alderman Dudenbostel’s motion was seconded by Alderman Maes. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Valleroy, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

Employee – Insurance Spousal Waiver:

Alderman Dudenbostel moved to implement a spousal waiver for employees covered under the healthcare plan whose spouses are eligible for healthcare insurance through their own employer or other options such as Medicare and grandfather all existing spouses currently covered under the city’s insurance plan. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Buckham, Platt, Valleroy. Nays: None. Absent: Alderman Hill. Motion carried.

ORDINANCE #1807 – AN ORDINANCE AMENDING SECTION 38-2-7 (A) OF CHAPTER 38 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATIVE TO UTILITIES:

Alderman Maes moved to approve Ordinance #1807 establishing an application for utility service. Alderman Buckham seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Valleroy, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

ORDINANCE #1808 – AN ORDINANCE AMENDING SECTION 38-2-1 (G) (2) OF CHAPTER 38 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATIVE TO UTILITIES:

Alderman Maes moved to pass Ordinance #1808 establishing utility disconnection procedures. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Buckham, Platt, Valleroy. Nays: None. Absent: Alderman Hill. Motion carried.

XII. ADJOURNMENT

At 6:15 p.m., Alderman Maes moved to adjourn the meeting. Alderman Buckham seconded the motion. VOTE: Ayes: Aldermen Platt, Berry, Valleroy, Moore, Maes, Dudenbostel, Buckham. Nays: None. Absent: Alderman Hill. Motion carried.
