The City Council of Red Bud, Randolph County, Illinois met on Monday, October 16, 2023, at 6:37 P.M. at Red Bud City Hall, City Council Chambers. 

Members Present: Ben Schwartzkopf, Curt Guebert, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon, Alan

Piel

Members Absent: Mayor Susan Harbaugh

Others Present: City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief

I. Call to Order at 6:37 P.M. by Council Member Bill Hanebutt

II. Approval of CD Reinvestments

Motion made by Council Member Nevois, seconded by Council Member Rheinecker to authorize approval to reinvest the two CDs that are maturing on October 22, 2023, at Buena Vista Bank for a term of twelve months at 5.45%. The vote was as follows: Schwartzkopf, aye, Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.

IV. Approval of Red Bud Masonic Lodge Chili Cook Off Requests for November 18, 2023

Motion made by Council Member Guebert, seconded by Council Member Rheinecker to authorize approval of the request from the Red Bud Masonic Lodge to reserve the city parking lot next to TuLayne’s Tavern and to close West South First Steet on Saturday, November 18, 2023, from 5:00 A.M. – 5:00 PM. For a Chili Cook Off. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye. Motion carried. 

V. Authorization to Hire Candidate for Laborer Position

Motion made by Council Member Donjon, seconded by Council Member Rheinecker to authorize approval to hire Danny Moll into the position of laborer at a starting pay of $21.14, and after six months move to full laborer pay, pending physical and drug test result. The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye. Motion carried. 

VI. Approval of Gas Purchasing Hedge Request

Motion made by Council Member Guebert, seconded by Council Member Piel to authorize approval to accept the Gas Purchasing Hedging proposal to lock in gas pricing ($3.84) for November 2023 -March 2024. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye. Motion carried. 

VII. Approval of Fieldstone Phase II Improvements – Ordinance No. 1527 Motion made by Council Member Guebert, seconded by Council Member Hanebutt to authorize approval to accept ORDINANCE NO. 1527: “AN ORDINANCE FOR APPROVAL OF THE PUBLIC IMPROVEMENTS FOR FIELDSTONE PHASE II SUBDIVISION IN THE CITY OF RED BUD, ILLINOIS.” The vote was as follows: DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

IX. Adjournment

Motion made at 6:40 P.M. by Council Member Nevois, seconded by Council Member Donjon, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
