City of Columbia City Council met May 6.

Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois Held Monday, May 06, 2024 in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, and Nobbe.

Absent: None.

Quorum present.

Administrative Staff present:

City Clerk Andrew Hitzemann

City Attorney Terry Bruckert

City Engineer Chris Smith

Director of IT James Mitchell

EMS Chief Kim Lamprecht

C. Pledge of Allegiance

City Administrator Douglas Brimm

Chief of Police Jason Donjon Deputy

Director of Public Works Mike Sander

Those in attendance recited the Pledge of Allegiance.

D. Proclamations/Recognitions/Presentations

National Police Week (May 12, 2024 - May 18, 2024)

Mayor Hill proclaimed May 12, 2024 - May 18, 2024 as National Police Week and thanked the Police Department for all they do for the City.

E. Public Input

1. Jason Donjon

Chief Donjon addressed the Council about the condition of the current Public Safety Complex building and expressed his desire for the City to move forward with a new building.

F. Comments & Announcements - Mayor

Mayor Hill extended his condolences to Clerk Hitzemann on the recent passing of his mother. Mayor Hill also held a moment of silence in memory of Sergeant Michael Conrad.

Mayor Hill addressed concerns regarding the Public Safety Complex building and reported the City is in the works of locating a property to relocate the Public Safety Complex.

There were no Department Director Comments & Announcements.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda.

1. Motion to Approve Minutes of the April 15, 2024 Regular City Council Meeting

2. Motion to Approve Closed Session Minutes of the April 15, 2024 Regular City Council Meeting

3. Motion to Approve Payment of Vouchers for the Period of April 10, 2024 through May 1, 2024 totaling $286,653.54

4. Motion to Approve Statement of Funds for March 31, 2024

5. Motion to Approve Special Event Application - Columbia Public Library Summer Events (Multiple)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Lawlor, to approve the Consent Agenda as read.

Motion Passed.

1. Resolution No. 2024-12 Approving an Illinois Cash Farm Lease Between the City of Columbia, Illinois and Daniel Sondag (Illinois Route 3 Property)

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Nobbe, to pass and approve Resolution No. 2024-12, a Resolution Approving an Illinois Cash Farm Lease Between the City of Columbia, Illinois and Daniel Sondag (Illinois Route 3 Property).

Motion Passed.

It was moved by Alderman Riddle, and seconded by Alderman Garmer, to Preliminary Engineering Agreement with Gonzalez Companies, LLC for the Centerville Road Reconstruction Project - Phase 2.

Motion Passed.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to pass and approve Resolution No. 2024-13, a Resolution Supporting the City's Application for Illinois Department of Natural Resources – Bike Trail Grant for Quarry Road Trail Connector Project

It was moved by Alderman Holtkamp, and seconded by Alderman Nobbe, to Award Bid for 2024 Pavement Marking Program to Right Way Traffic Control, Inc. in the Amount of $8,041.00

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(1), the Appointment, Employment, Compensation, Discipline,

Performance, or Dismissal of specific employees of the public body.

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Huch, to direct the Mayor to go into Closed Session at 7:28 PM to discuss 5 ILCS 120/2(c)(1), the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of specific employees of the public body.

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 8:12 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, Nobbe, and Mayor Hill were present.

M. Announcements

Mayor Hill announced due to poor weather conditions, the Public Safety Open House has been rescheduled to Thursday, May 9, 2024.

N. Adjournment

Motion:

It was moved by Alderman Riddle, and seconded by Alderman Holtkamp, to adjourn the Regular City Council meeting held Monday, May 06, 2024 at 8:13 PM.

Motion Passed.
