City of Columbia City Council met July 1.

Here are the minutes provided by the council:

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Holtkamp, Riddle, Khoury, Lawlor, Nobbe, and Hitzemann.

Absent: Alderman Huch.

Quorum present.

Administrative Staff present:

City Clerk Derek Reichert IT Director James Mitchell

City Attorney Terry Bruckert Chief of Police Jason Donjon

City Engineer Chris Smith Deputy City Clerk Kelly Mathews

C. Pledge of Allegiance

Those in attendance recited the Pledge of Allegiance.

D. Proclamations/Recognitions/Presentations

There were no proclamations, recognitions, or presentations.

E. Public Input

There was no public input.

F. Comments & Announcements ‐ Mayor

Mayor Hill welcomed the new Code Compliance Officer Jared Massey to the City of Columbia. Mr. Massey’s first official day was July 1st.

Mayor Hill announced the following upcoming events:

1. C.R.O.W.N. Bike Parade July 4th

2. July 4th Celebration with Fireworks at Columbia American Legion

G. Comments & Announcements ‐ Aldermen

1. Aldermen Lawlor asked for a status update on March Ct. and will follow up with Director of Public Works Mike Sander.

2. Aldermen Lawlor would like to start discussions on adding additional crosswalks to Main Street, specifically to the north side of the Business District.

H. Comments & Announcements – Department Directors

City Engineer Chris Smith provides the City of Columbia Engineering and Inspections 2023 Recap.

I. Consent Agenda

City Clerk Reichert read the Consent Agenda:

1. Motion to approve minutes of the Regular City Council Meeting held Monday, June 17, 2024

2. Motion to authorize the payment of vouchers for the period from June 14, 2024 through June 26, 2024 in the amount of $201,011.50

3. Motion to Approve Statement of Funds for May 31, 2024

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Nobbe, and seconded by Alderman Lawlor, to approve the Consent Agenda as read.

Motion Passed.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Lawlor, to Approve Ordinance No. 3676, an Ordinance Approving a Community Unit Plan Type A Overlay District to Allow a Residential Development on Columbia Quarry Road South of Bluffside Road, Monroe County Parcel #04-14-100- 002-000 and St. Clair County Parcels #11140100008, 11140200010 and 11140200008

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body and 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for the Use of the Public Body and 5 ILCS 120/2(c)(6) Setting a Price for the Sale or Lease of Property Owned by the Public Body.

Motion:

It was moved by Alderman Riddle, and seconded by Alderman Lawlor, to direct the Mayor to go into Closed Session at 7:53 PM to discuss 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body and 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for the Use of the Public Body and 5 ILCS 120/2(c)(6) Setting a Price for the Sale or Lease of Property Owned by the Public Body.

Mayor Hill called the Regular Session of the City Council back to order at 8:15 PM. Upon return to Regular Session, Aldermen Niemietz, Holtkamp, Riddle, Khoury, Lawlor, Nobbe, Hitzemann were present.

M. Announcements

Alderman Nobbe announced that the Grand Opening for Franklin Yard will be on August 10th from 3:00 PM to 7:00 PM.

N. Adjournment

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Riddle, to adjourn the Regular City Council meeting held Monday, July 01, 2024 at 8:16 PM.

Motion Passed.
