City of Red Bud City Council met July 15.

The City Council of Red Bud, Randolph County, Illinois met on Monday, July 15, 2024, at 7:09 P.M. at Red Bud City Hall, City Council Chambers.

Members Present: Mayor Susan Harbaugh, Curt Guebert, Ben Schwartzkopf, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon, Alan Piel

Members Absent: None

Others Present: City Attorney Rick Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Administrative Officer Jill Landgraf

Others Present: City Clerk Joanne Cowell

I. Call to Order at 7:09 P.M. by Mayor Susan Harbaugh

II. Roll Call by Deputy Clerk Jill Landgraf

III. Kristen Rahn Loan Application

Motion made by Council Member Rheinecker, seconded by Council Member Nevois to authorize approval of the recommendation from the Economic Development Committee to move forward with approving a ten year loan at three percent (3%) interest for $550,000 from the Revolving Loan Fund, first twelve months interest only payments; monthly principal amortization and interest for the remainder of the loan, with contingencies being a certified commercial appraisal and funds being dispersed through a draw down line of credit for Kristen Rahn for the renovations at 133 East Market Street. The vote was as follows: Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.

IV. West Field Dr. Closure – Savannah Kate’s July 26 & August 17, 2024, Events Motion made by Council Member Schwartzkopf, seconded by Council Member Guebert to authorize approval of the request from Nick Horrell, Savannah Kate’s, to close West Field Drive from Route 3 to the entrance of the Baptist Church parking lot, on July 26, 2024, 3:00 - 9:00 P.M. and August 17, 2024, 10:00 A.M. – Midnight for benefits. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye. Motion carried.

VI. Adjournment

Motion made at 7:11 P.M. by Council Member Hanebutt, seconded by Council Member Guebert, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
