The City Council of Red Bud, Randolph County, Illinois met on Monday, August 5, 2024, at 6:00 P.M. at the Red Bud City Hall, Council Chambers.

Members Present: Mayor Susan Harbaugh, Ben Schwartzkopf, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon

Members Absent: Curt Guebert, Alan Piel

Others Present: City Attorney Rick Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Administrative Officer Jill Landgraf, City Clerk Joanne Cowell

Motion made by Council Member Nevois, seconded by Council Member Rheinecker to approve the Financial Statements as presented and file for audit. The vote was as follows: Schwartzkopf, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye. Motion carried.

V. Approval of Estimated and Listed Bills

Motion made by Council Member Rheinecker, seconded by Council Member Hanebutt to approve the estimated and listed bills. The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye. Motion carried.

VI. Consideration of any Additional Bills

Superintendent Eckart submitted an invoice from M & C Auto Repair in the amount of $870.00 for battery, brake work and an oil change for Electric Department Unit #24.

Motion made by Council Member Donjon, seconded by Council Member Schwartzkopf to approve the invoice from M & C Auto Repair in the amount of $870.00 for battery, brake work and an oil change for Electric Department Unit #24. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Rheinecker, aye. Motion carried.

D. Approval of Chamber of Commerce Holiday Lighted Parade Resolution No. 24-002 (Cultural)

Authorization of approval of RESOLUTION NO. 24-002: “A RESOLUTION AUTHORIZING APPROVAL OF THE STREET CLOSING FOR THE RED BUD CHAMBER OF COMMERCE LIGHTED PARADE/HOLIDAY HAPPENINGS” on Friday, November 29, 2024, 5:30-7:30 P.M.

E. Approval of 2024 ICC Pipeline Safety Conference Training Request for Steve Mertz & Clint Crafton – November 7-8, 2024 (Public Works)

Authorization of approval to send Steve Mertz and Clint Crafton to the ICC 2024 Pipeline Safety Conference on November 7-8, 2024, in

Effingham, IL, with a registration fee of $225/each, and transportation and lodging are required

F. Approval to Update Part-Time Laborer Rate to Match Parks Part-Time Laborer Rate (Public Works)

Authorization of approval to make both the part-time laborer rate and the parks part-time laborer rate the same, currently $16.11/hour

Administrative Officer Landgraf requested permission to terminate the cleaning contract with Jani-King, effective with the last service date of September 21, 2024.

Chief Brittingham said the crossing guard at South Main and Field has resigned, so he put a Facebook post for the position.

1. Ordinance No. 1550 – IMEA Power Sales Contract and Capacity Purchase Agreement Extensions

Motion made by Council Member Rheinecker, seconded by Council Member Hanebutt, to authorize approval of ORDINANCE NO. 1550: “AN ORDINANCE OF THE CITY OF RED BUD, RANDOLPH COUNTY, ILLINOIS AUTHORIZING THE EXECUTION OF A NEW POWER SALES CONTRACT AND A NEW CAPACITY PURCHASE AGREEMENT WITH THE ILLINOIS MUNICIPAL ELECTRIC AGENCY FOR THE DELIVERY PERIOD COMMENCING OCTOBER 1, 2035.” The vote was as follows: Donjon, aye; Schwartzkopf, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye. 2. Chamber of Commerce Golf Tournament – Request for Team and Hole Sponsor - $450 - September 6, 2024

Motion made by Council Member Schwartzkopf, seconded by Council Member Nevois, to authorize approval to sponsor a team and be a hole sponsor for a total fee of $450 for the Annual Chamber of Commerce Golf Tournament on September 6, 2024. B. Review of August Calendar

The Planning Commission meeting will meet on August 20, 2024.

Mayor Harbaugh reminded everyone that the Grand American is going on at the World Shooting Complex, so please extend a welcome to visitors to Red Bud.
