City of Columbia City Council met Aug. 19.

Here are the minutes provided by the council:

A. Call Meeting to order

Mayor Hill called the city council of Columbia, Illinois to order at 7:00 PM.

8. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Khoury, Lawlor, Nobbe, and Hitzemann.

Absent: None.

Quorum present.

Administrative Staff present:

City Clerk Derek Reichert

City Attorney Terry Bruckert

City Engineer Chris Smith

Deputy City Clerk Kelly Mathews C. Pledge of AIlegiance

City Administrator Douglas Brimm Chief of Police Jason Donjon Head Librarian Annette Bland

Those in attendance recited the Pledge of Allegiance.

D. Proclamations /Recognitions /Presentations

There were no proclamations, re-cognitions, or presentations.

E. Public lnput

1. Ms. Donna Kimbrell address the Council asking for assistance on getting a front porch approved at her residence. City Administrator Brimm will continue to work with Mrs. Kimbrell to resolve the matter.

F. Comments & Announcements -Mayor

Mayor Hill announced the following:

• The community Farmers Market held in the Turner Hall parking lot will continue through October.

• School is back in session. Please go out and support the school sports teams.

• Columbia Days Festival and parade was a huge hit.

• 1st Annual MTC Triathlon sprint was held throughout the city and had great participation.

• The city is frequently experiencing vehicle break-ins on the north end of town. Please do not leave your vehicles unlocked.

• The principal Hotel will hold its Grand opening on August 24th and the community is invited to help celebrate.

H. Comments & Announcements - Department Directors

I. Consent Agenda

City clerk Reichert read the Consent Agenda.

1. Motion to approve minutes of the Regular City Council Meeting held Monday, August 05, 2024

2. Motion to authorize the payment of vouchers for the period from August 1, 2024 through August 13, 2024 in the amount of $545,795.50.

3. Motion to Approve Annual Treasurer's Report for Columbia police pension Fund for the Period Beginning May 1, 2023 and Ending April 30, 2024.

4. Motion to Approve Knights of Columbus Donation Drive Request (September 13-14, 2024) as submitted and on file at City Hall.

5. Motion to approve a special Event permit Application -First community Realty Blood Drive (November 22, 2024) as submitted and on file at City Hall.

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Huch, to approve the Consent Agenda as read.

Motion Passed.

1. Motion to Approve Proposal from Millennia Professional Services for Quarry Road Roundabout at Palmer Creek -Hydraulic Report in the Amount of $19,900.00. City Engineer Chris Smith gave an overview.

Motion:

It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to approve the proposal from Millennia Professional Services for Quarry Road roundabout at Palmer Creek -Hydraulic Report in the amount of $19,900.00.

Motion Passed.

K. New Business

1. Discussion of an ordinance Amending chapter 16.03 of the Columbia Municipal code to Amend Requirements Pertaining to Final Plats of Land Subdivisions

Mr. Brimm reported due to recent issues pertaining to the performance of stormwater systems/drainage improvements in various subdivisions throughout the City, the City is experiencing an increased level of concern from residents regarding the City's liability pertaining to the review and approval of calculations prepared as part of the design of said systems. Staff is recommending the City expand on the disclaimers/statements required to be included on final plats for subdivisions/resubdivisions of land in order to provide clarity on the City's role in reviewing calculations sealed by professional engineers working on behalf of subdivision developers.

Alderman Holtkamp expressed concern on the verbiage and Mr. Brimm stated he and Attorney Bruckert will look into his concerns. An ordinance will be presented at the next Council meeting for consideration

2. Discussion of an Application to Rezone a Parcel Located on Quarry Road, between Palmer Creek Drive and Laura Court, from A-1 Agricultural District to R-3 One-Family Dwelling District

Mr. Brimm explained the applicant owns parcel #04-09-400ro03-000 and would like to construct a single-family dwelling on the property. The property is currently vacant and zoned A-1 Agricultural. The parcel is 2.1 acres, and does not conform with the minimum area established by Code to permit construction of a single-family residence. The applicant is seeking to rezone the property to R-3 to match adjacent zoning to the south and the east to allow the desired use by right and it would provide minimum lot size compliance. The public hearing was held before the Plan Commission, with no objections noted. The Plan Commission voted unanimously to recommend approval of the rezoning.

L. Closed session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(1), the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of specific employees of the public body.

Motion:

It was moved by Alderman Nobbe, and seconded by Alderman Hitzemann, to direct the Mayor to go into Closed Session at 7:38 PM to discuss 5 ILCS 120/2(c)(1), the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of specific employees of the public body.

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 7:50 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Khoury, Lawlor, Nobbe, Hitzemann and Mayor Hill were present.

M. Announcements

City Clerk Reichert announced petitions for the April 1, 2025 Consolidated Election for offices of Mayor, Clerk, and Aldermen Wards 1-4 may be obtained at the City Clerk's Office. The first day the petitions may be circulated is Tuesday, August 20, 2024. The first date to file petitions at the City Clerk's Office is Tuesday, November 12, 2024 and continues through Monday, November 18, 2024.

N. Adjournment

It was moved by Alderman Nobbe, and seconded by Alderman Niemietz, to adj.ourn the Regular City Council meeting held Monday, August 19, 2024 at 7:51 PM.
