City of Chester City Council met Sept. 16.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, September 16, 2024, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

Present: Alderman Robert Platt

Alderman Bob Buckham

Alderman Tim Lochhead

Alderman Alex Moore

Alderman Don Berry

Absent: Alderman James Maes 

Alderman Danny Valleroy

Alderman Randy Dudenbostel

III. PLEDGE OF ALLEGIANCE

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Berry moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Moore, Berry, Platt, Lochhead. Nays: None. Absent: Aldermen Valleroy, Maes, Dudenbostel. Motion carried.

V. CORRESPONDENCE

• Beautification/Tourism Commission minutes dated August 15, 2024

• Tax Revenue Report provided by City Clerk Berner

• Letter of Resignation from Scott Marcinkowska

VI. REPORTS

Mayor:

Mayor Page advised the bridge construction is ongoing and Ames Construction will be moving in additional cranes for the project.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Lochhead, Buckham, Platt. Nays: None. Absent: Aldermen Dudenbostel, Maes, Valleroy. Motion carried.

Chairman Platt presented Pay Estimate #23 payable to Korte & Luitjohan Contractors, Inc. for $203,735.73 for Water Treatment Plant – Phase 1 Project. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Lochhead, Buckham, Platt. Nays: None. Absent: Aldermen Dudenbostel, Maes, Valleroy. Motion carried.

Chairman Platt moved to approve Change Order #9 for Water Treatment Plant Improvements Phase 1 payable to Korte & Luitjohan Contractors, Inc. for $53,822.13. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Lochhead, Buckham, Platt. Nays: None. Absent: Aldermen Dudenbostel, Maes, Valleroy. Motion carried.

Streets & Alleys Committee (Chairman Berry):

Chairman Berry advised additional signage was added at the corner of Allendale and W. Holmes. Alderman Platt suggested adding a flashing light at the intersection.

IX. PUBLIC COMMENT

Illinois Department of Employment Security representative Eric Makela presented Illinois unemployment statistics to the city council.

Library Employees:

Alderman Moore moved to approve Cesar Marquez and Sarah Hicks for part-time employment at the library. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Lochhead, Buckham, Platt. Nays: None. Absent: Aldermen Dudenbostel, Maes, Valleroy. Motion carried.

Water Plant – Roof:

Alderman Berry moved to waive formal competitive bidding and approve the bid from Lakeside Roofing Company for $31,981.00 for a roof replacement at the water plant. Alderman Moore seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Lochhead, Buckham, Platt. Nays: None. Absent: Aldermen Dudenbostel, Maes, Valleroy. Motion carried.

XII. ADJOURNMENT

At 6:12 p.m., Alderman Platt moved to adjourn the meeting. Alderman Berry seconded the motion. VOTE: Ayes: Aldermen Platt, Moore, Berry, Buckham, Lochhead. Nays: None. Absent: Aldermen Valleroy, Maes, Dudenbostel. Motion carried.
