The City Council of Red Bud, Randolph County, Illinois met on Monday, October 21, 2024, at 7:17 P.M. at Red Bud City Hall, City Council Chambers. 

Members Present: Mayor Susan Harbaugh, Ben Schwartzkopf, Curt Guebert, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon, Alan Piel

Members Absent: None

Others Present: City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Administrative Officer Jill Landgraf, City Clerk Joanne Cowell

Motion made by Council Member Nevois, seconded by Council Member Hanebutt to authorize approval to reinvest $500,000 (City Hall, Code & Planning) and $100,000 (Economic Development Fund) at Buena Vista National Bank for a term of one year at 4.65% rate of interest. The vote was as follows: Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried. 

IV. Approval of Additional Hours for Reflections Windows & Doors Motion made by Council Member Rheinecker, seconded by Council Member Guebert to authorize approval of the request from Reflections Windows & Doors for additional hours, NTE 25 hours, for city hall initial cleanup, at the current rate of pay of $35/hour. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye. Motion carried. 

V. Authorization to Hire Crossing Guard

Motion made by Council Member Hanebutt, seconded by Council Member Donjon to authorize approval to hire crossing guard Scott Kiefer, pending physical and drug test, at the current rate of pay. The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye. Motion carried. 

VI. Authorization to Pay Sydenstricker Nobbe Partners Invoice

Motion made by Council Member Schwartzkopf, seconded by Council Member Piel to authorize approval of payment of $13,812.24 to Sydenstricker Nobbe Partners for the Parks John Deere Z970R Trak mower. The funds will be transferred from the Parks Capital Plan. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye. Motion carried.

Motion made at 7:20 P.M. by Council Member Hanebutt, seconded by Council Member Guebert, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
