SPECIAL CITY COUNCIL MEETING MINUTES

The City Council of Red Bud, Randolph County, Illinois met on Monday, January 20, 2025, at 6:50 P.M. at Red Bud City Hall, City Council Chambers.

Members Present: Mayor Susan Harbaugh, Curt Guebert, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois

Members Absent: Ben Schwartzkopf, Kyle Donjon, Alan Piel

Others Present: City Attorney Rick Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Administrative Officer Jill Landgraf, City Clerk Joanne Cowell

I. Call to Order at 6:50 P.M. by Mayor Susan Harbaugh

II. Roll Call by City Clerk Joanne Cowell

III. Authorization for Mayor to Sign IMUA Cost Match Commitment Letter – Emergency Equipment Share Program

Motion made by Council Member Rheinecker, seconded by Council Member Guebert to authorize approval for Mayor Harbaugh to sign the IMUA Cost Match Commitment Letter. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye. Motion carried.

IV. Approval of Red Bud Business Park Bid

Motion made by Council Member Nevois, seconded by Council Member Guebert to authorize approval to accept the bid from Gelly Excavating in the amount of $890,466.88, with the city installing the electric and gas for the RBBP Phase I project. The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Guebert, aye. Motion carried.

V. Approval of City Hall Improvement Bid

Motion made by Council Member Guebert, seconded by Council Member Hanebutt to authorize approval to accept the bid from Hunter Construction, NTE $186,063 (original $176,063 had a clerical addition error), for the city hall improvement project. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Guebert, aye; Rheinecker, aye. Motion carried.

Motion made at 6:52 P.M. by Council Member Hanebutt, seconded by Council Member Rheinecker, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
