A. Call Meeting to Order
Mayor Hill called the City Council of Columbia, Illinois to order at 6:30 PM.
B. Roll Call
Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Khoury, Lawlor, Nobbe, and Hitzemann.
Absent: None.

1. Presentation of Lifesaver Award to Citizens, Columbia Police & EMS Personnel Mayor Hill presented Lifesaving Awards to Mark Amoroso, Clayton Poindexter, Sergeant Zack Hopkins, Dispatcher Sarah Courtney, Dispatcher Ben Ettling, Paramedic Rebecca Hartman, Paramedic Matt Wiederholt, Paramedic Kelly Trautman and EMT Kevin Brown for their roles in saving Michael Brenner after his plane crash on December 8, 2024.

Mayor Hill announced he signed a local disaster declaration for the March 14, 2025 storm.

Alderman Niemietz thanked City Staff for their quick action in repairing the Emergency Siren System.
Alderman Nobbe recognized the Columbia Police Department on their work identifying Jane Doe after 23 years.

Annette Bland introduced the new Library Director Michelle Sawicki.
2. Emergency Medical Service Department – Chief Kim Lamprecht
EMS Chief Kim Lamprecht provided an overview of the Emergency Medical Service department.

City Clerk Reichert read the Consent Agenda.

Mayor Hill inquired if the Council wished to remove any items prior to a motion.

1. Consideration of Zoning Hearing Officer’s Findings of Fact and Decision - Variance (83 Hillcastle Lane)
Mr. Bruckert announced the Council can either conduct an administrative review of the Hearing Officer’s findings and decision or accept the decision of the Hearing Officer’s findings and decision.
It was the consensus of the Council to accept the Hearing Officer’s findings and decision.

1. Resolution 2025-01 Authorizing a Joint Agreement Between the Illinois Department of Transportation and the City of Columbia (Ghent Road Reconstruction – Phase 2 Project)
Motion:
It was moved by Alderman Lawlor, and seconded by Alderman Nobbe, to Approve Resolution 2025-01, a Resolution Authorizing a Joint Agreement Between the Illinois Department of Transportation and the City of Columbia (Ghent Road Reconstruction – Phase 2 Project)

4. Discussion of the Final Subdivision Plat for Ogle Estates
Mr. Smith reported the Plan Commission considered the final plat on March 10, 2025 and unanimously recommended approval. The final plat will be presented at the April 7, 2025 Council meeting for consideration.

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body, 5 ILCS 120/2(c)(2)
Collective Bargaining, and 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for the Use of the Public Body.

It was moved by Alderman Hitzemann, and seconded by Alderman Khoury, to direct the Mayor to go into Closed Session at 7:08 PM to discuss 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body, 5 ILCS 120/2(c)(2) Collective Bargaining, and 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for the Use of the Public Body
